Senate Republicans Face Challenges with the SAVE America Act

Senate Republicans have faced significant obstacles in advancing President Donald Trump’s SAVE America Act. This legislation focuses on voter ID and citizenship verification. Despite previous difficulties, a recent vote has revived discussions around the bill.

During the Senate’s extensive “vote-a-rama,” Republicans attempted twice to incorporate the SAVE America Act into a larger $70 billion immigration enforcement package. Both attempts failed. Several Republicans joined Democrats to block the efforts, which struggled against the filibuster. The amendments proposed by Senators Lindsey Graham and Mike Lee faced strong opposition.

Graham’s proposal included additional policies like banning men from participating in women’s sports, a demand from Trump. Senators Susan Collins, Lisa Murkowski, Mitch McConnell, and Thom Tillis voted against Graham’s version. This lack of support prevented the bill from even reaching 50 votes, needed to overcome the filibuster.

However, Lee’s version of the bill reached 50 votes as Collins changed her vote to support it. Lee celebrated this milestone, noting that Vice President JD Vance could potentially provide a 51st vote to pass the bill.

That means that but for the Zombie Filibuster, the House-passed SAVE America Act would now be on its way to the White House for President Trump’s signature, Lee said.

Conservatives, led by Lee, have pressured Senate Majority Leader John Thune to initiate a talking filibuster. This approach aims to compel the Senate to pass the bill with a simple majority. However, Thune has resisted, concerned about the potential for Democratic amendments that could change the bill significantly.

In March, Republicans attempted to bring the bill to the floor for debate, but momentum has waned since. Another option could be changing the filibuster rules, as some Republicans have suggested. However, there’s division within the party on this issue.

Trump has criticized Senate Parliamentarian Elizabeth Macdonough, who ruled that the SAVE America Act could not be included in the immigration package with only a 50-vote threshold. He has pressured Thune to replace her, arguing that her presence hinders the bill’s progress.

Trump stated, “We have every right to change her, and should do so, IMMEDIATELY,” on Truth Social.

Thune has not made any immediate moves to follow Trump’s demands, citing the impartial nature of the parliamentarian’s rulings.
