Concerns Raised About ICE Officer’s History and Character

Ashley Brouillette reported to NPR that her ex-husband, David Brouillette, was the officer who shot Joan Durán Guerrero during a traffic stop attempt in Biddeford, Maine. She learned of his involvement when he called her asking for her to speak positively about him. “He asked me to essentially vouch for his character. If I couldn’t speak well of him, he asked me not to speak at all,” she said. She refused to lie for him or to hide the abuse in their marriage.

David Brouillette did not respond to NPR’s requests for comment. ICE did not confirm or deny his involvement in Durán Guerrero’s death. Lauren Bis, an ICE spokesperson, confirmed the officer has substantial law enforcement experience.

Scott Collins, who was David’s high school friend, supported Ashley in her divorce proceedings. Lawyers for David claimed their friendship ended due to jealousy over David’s career. Collins described David as having a history of seeking confrontations and using racial slurs during their school years.

Ashley Brouillette expressed concerns that racism may have been a factor in the shooting. She recounted a nickname David had in high school that she believed indicated his racist attitudes. She also shared instances of violence in their marriage, including a terrifying incident where he threatened her with a firearm.

No police reports support Ashley’s claims, as she often recanted her stories out of intimidation. However, she kept a voicemail from November where David used threatening language toward her and her family.

During their divorce, Ashley attempted to alert the Maine Army National Guard about David’s mental health diagnoses, but she felt dismissed. When David began working for ICE, Ashley was skeptical about his employment due to his history.

Concerns arose about the lack of a background check, given David’s violent behavior. In 2022, child protective services and law enforcement were contacted after an incident involving their daughter.

In 2021, a court order temporarily stripped David of his firearms, following allegations by his second ex-wife, Lucinda Brouillette, regarding his aggression toward their daughter.

Ashley Brouillette expressed her distress over the recent events, emphasizing the importance of addressing mental health issues to prevent future tragedies. She hopes to raise awareness about ignoring warning signs.
