Russia’s Navy Day Canceled Amid Security Concerns

For the second consecutive year, Russia’s Navy Day did not proceed as planned. President Vladimir Putin greeted marines with a backdrop of a vessel’s image instead of actual ships, which led to widespread ridicule online.

Navy Day is celebrated on the last Sunday of July, aimed at demonstrating Russia’s naval strength. Traditionally, it features warships sailing along St. Petersburg’s Neva River, accompanied by naval and aerial displays. However, this year’s event was canceled. The Russian defense ministry did not issue any instructions for organizing the parade. A Navy spokesperson remarked to the news outlet Fontanka that “it’s not the right time.” Last year, the event was also canceled due to security concerns.

Recent Ukrainian drone attacks in St. Petersburg have intensified, reputably targeting locations associated with online retailer Wildberries. This particular attack on July 24 resulted in dense smoke clouds which affected commercial flights. Instead of the usual grand event, Putin addressed sailors within the Admiralty, the headquarters of the Russian Navy.

Footage showed Putin in front of an illustrated submarine, which prompted social media users to mock the situation. Ukrainian X channel Military News UA commented, “A parade took place on Navy Day, but without the fleet itself.” Other users noted how the event lacked physical ships, choosing pictures instead. Nexta, a media outlet, shared similar footage on X, highlighting the spectacle’s perceived embarrassment.

Questions arose about the authenticity and seriousness of the event, with some critics likening the situation to historical Soviet-era gulags. For instance, a user jokingly suggested the cameraman might end up in Kolyma, a former notorious labor camp location. The Ukrainian outlet United 24 Media also pointed out that Putin’s parade lacked a physical fleet, using a printed image of a submarine instead.

Amid the mockery, Putin reiterated Kremlin narratives regarding the conflict in Ukraine. He emphasized the navy’s crucial role in achieving Moscow’s objectives and securing Russian interests globally. He stated that protecting the Northern Sea Route and ensuring Kaliningrad’s safety were priorities, especially if tensions with NATO arose.

Putin recognized the war’s costs but justified increased military expenditure. He stated, “We are now forced to allocate a lot of resources—and this is justified—to ensure the success and achievement of the goals of the special military operation.”

The Institute for the Study of War (ISW) analyzed statements from Russian Navy Commander-in-Chief Admiral Alexander Moiseyev. The ISW noted plans to develop unmanned systems in the Northern Fleet, aimed at safeguarding Russian naval assets against intensified Ukrainian attacks in the Black and Azov seas.
