Talwani has a history of contentious rulings. She struck down Congress’s decision to defund Planned Parenthood, only to be reversed by the First Circuit. Her recent temporary restraining order against Trump’s finalized rule is seen as a delay tactic, preventing election security measures from taking effect before the election.
