Americans Call for Changes to ICE Amidst Immigration Policy Debate

A recent survey highlights a strong desire among Americans for significant changes to Immigration and Customs Enforcement (ICE). The survey, conducted by NBC News Decision Desk in partnership with SurveyMonkey, reveals that nearly three-quarters of U.S. adults are in favor of making modifications to the agency. Notably, 29% of respondents advocate for the complete abolishment of ICE.

This sentiment comes against a backdrop of declining approval for former President Donald Trump’s aggressive deportation policies, particularly after the fatal shootings of two Americans by federal agents in Minneapolis last month. As debates continue over federal funding for ICE, a potential shutdown of the Department of Homeland Security looms, driven by congressional Democrats’ criticisms of ICE’s tactics and questions of due process.

A related poll has shown a significant drop in Trump’s ratings on immigration, as public confidence in his key policies diminishes.

A plurality of the surveyed adults, 43%, believe ICE should undergo reforms, while opinions remain split between maintaining its current operations and full abolishment. Political affiliation appears to play a major role in these views. Of Republicans, 71% support the agency’s current operations, while Democrats and independents are generally more in favor of reform or abolishment. Many independents support reforming rather than abolishing ICE completely, and Democrats show an almost even split between these options.

The push to abolish ICE gained traction during the 2018 midterms, led by progressive Democrats in response to Trump’s immigration policies. While the enthusiasm waned under the Biden administration, the public’s renewed sentiment has rejuvenated demands for at least an overhaul. A small section of the Republican Party, those not aligned with Trump’s MAGA movement, also favors reform.

Federal immigration agents have faced mounting criticism for their detention and deportation measures. Public opinion has turned against the Trump-era immigration enforcement, with 67% of survey respondents believing that ICE’s tactics have been excessive. Furthermore, 66% disapprove of the agency’s performance. Political divisions persist, with most Republicans satisfied with ICE’s actions, though notable groups within the party dissent.

The White House is currently negotiating with Congress over the Department of Homeland Security’s funding, amid demands for significant reforms. Proposed measures include judicial warrants for certain actions and banning masked officer operations without visible identification. A majority, 63%, disapprove of officers wearing masks, with substantial differences in opinions across party lines.

Furthermore, 87% of Americans agree that federal officers should not have immunity from prosecution for unlawful activities during enforcement actions. A broad consensus spans across demographics, supporting this stance.

On the broader issue of dealing with undocumented immigrants, Americans remain divided. Two-thirds support offering a pathway to citizenship, while one-third favor deportation. Although majorities of Democrats and independents largely support citizenship pathways, Republicans show a notable divide, with varying support between traditional party supporters and those aligned with Trump’s MAGA ideology.

The survey was conducted with 21,995 adults between January 27 and February 6 and carries a margin of error of ±2.4 percentage points.
