President Donald Trump is planning a significant overhaul of Washington Dulles International Airport to address its aging infrastructure. Known for voicing strong opinions on the airport, Trump labeled it as poorly designed and criticized elements like its distant parking and outdated transport systems. Recent efforts see Trump seeking to modernize this federal facility.
Multiple design and engineering firms were tasked with creating 3D models to help Trump visualize changes. These models featured design plans for the terminal transport buses, parking lot locations, baggage systems, and underground trains. This week, Trump plans to make a public announcement, alongside Transportation Secretary Sean Duffy.
Trump’s criticism extends to Dulles’ mobile lounge system, a long-standing feature since 1962. Described as unpopular, these ‘people movers’ will be scrapped in favor of a new underground aerotrain, alongside increased moving sidewalks. Currently, the aerotrain serves only the A, B, and C concourses, not reaching the United Airlines gates at the D concourse. The renovation includes substantial terminal expansion, redesigning concourses, and relocating parking closer to the terminal.
During the planning phase, Trump engaged with various development and finance company executives, reviewing around 30 proposals. Firms like HNTB, STV Group, Jacobs, Ferrovial, and AECOM applied. Ferrovial’s proposal was rejected due to an undesired roof design. Jacobs’ bridge concept, despite allowing planes to pass underneath, didn’t appeal to Trump either. An idea from HNTB featured a completely new airport structure, but it was deemed inefficient for maintaining ongoing flight operations.
BlackRock’s proposal included financing and managing the airport’s operations, which faced opposition from United Airlines. Ultimately, Trump’s decision favored a design that utilizes current infrastructure in collaboration with United Airlines, allowing the Metropolitan Washington Airports Authority (MWAA) to lead financing using tax-free bonds. United Airlines would manage the construction and repay the bond financing through operations. This plan requires minimal changes to existing runways, simplifying project implementation.
A significant aspect of the plan involves public-private partnerships for additional projects like a proposed convention center and new parking lots. The removal of the mobile lounges is anticipated to resonate with frequent passengers, many of whom express disdain for these transport modules.
