Report Warns of Muslim Brotherhood Influence in Canada

A recent report warns that networks aligned with the Muslim Brotherhood have become embedded in Canada. This situation has raised concerns about potential Islamist influence affecting U.S. and Western democracies.

The report from the Institute for the Study of Global Antisemitism and Policy (ISGAP) highlights ties between groups aligned with the Muslim Brotherhood and Canadian democratic institutions. These ties include electoral politics, civil society, and higher education. The report notes similarities between these developments and other activist movements in the West.

Charles Asher Small, the executive director of the ISGAP, explained to Fox News Digital that Canada’s challenges involve more than just extremist voices or isolated weaknesses. The report maps interconnected ideological networks gaining legitimacy, institutional access, public funding, and political influence.

The report emphasizes the importance of openness, citizenship, civil liberties, and public trust. Yet, it warns that malign foreign influence can weaken democratic accountability in Canada.

The detailed report, titled “Assault on Democratic Values and Principles: How Islamist Entryism Weakens Civil Society and Higher Education in Canada,” outlines connections between the Muslim Association of Canada and the Muslim Brotherhood. The Muslim Brotherhood, established in Egypt in 1928 by Hasan al-Banna, aimed to create a global Islamic caliphate governed by strict interpretations of Islamic law.

The report alleges leaders of the Muslim Association of Canada, which operates mosques and community centers, are “directly or indirectly” associated with the Muslim Brotherhood. The Muslim Association of Canada rejected these claims, stating the report perpetuates Islamophobia and division within Canadian society.

Canadian tax authorities, in a 2023 audit, noted indications of ties to the Muslim Brotherhood. The Muslim Association of Canada denied these claims, citing systemic bias. Ultimately, Canadian authorities did not revoke its charitable status.

The report points to influence from Canadian groups affiliated with the Muslim Brotherhood in Canada’s election system, as seen in coordinated campaigns like “Vote Palestine” during the 2025 election cycle.

Fox News Digital interviewed Charles Asher Small, who warned of potential influence in the U.S. from radical groups. He highlighted parallels with past alliances, such as the Iranian Revolution, where leftist and Islamist groups joined forces.

Fox News Digital spoke with Dalia Ziada, a Muslim scholar who had to flee Egypt after criticizing Hamas. She noted a “sinful marriage” between radical leftism and radical Islamism, posing threats to Western democracies.

An investigation by Fox News Digital identified transnational protest networks involving roughly 425 organizations, including Communist groups, Muslim advocacy organizations, and anti-Israel coalitions.

The U.S. Treasury Department under the Trump administration has designated branches of the Muslim Brotherhood as Specially Designated Global Terrorists. The Trump administration has sanctioned individuals linked to financing Hamas.

The report calls for policy changes in Canada to limit the influence of groups associated with the Muslim Brotherhood in traditional institutions and the election system.

Efforts by the Canadian government to address these concerns remain underway. The Embassy of Canada to the U.S. did not provide comments to Fox News Digital.
