A significant development has occurred in a decades-old cold case. Authorities have identified human remains found nearly 49 years ago in North Carolina as those of a 15-year-old runaway girl from Maryland. This discovery marks a turning point in the investigation surrounding her disappearance.
Discovery and Initial Investigation
The North Carolina State Bureau of Investigation (SBI) reported that Cindy Marcell Blizzard’s skeletal remains were discovered over six months after she vanished in the spring of 1977. These remains were found in a wooded area near a manufacturing facility in Wilson County, located approximately five hours from Blizzard’s Maryland home.
The SBI stated that the circumstances of the remains’ discovery suggested the possibility of foul play, prompting investigators to treat the case as a homicide.
On December 29, 1977, skeletal remains and clothing were uncovered near a Firestone tire plant. A medical examiner at the time estimated the remains had been there from six months to two years. They belonged to a white female, likely aged between 16 and 23 years.
For many years, the case remained unsolved. Investigators had been unable to match dental records to any missing persons cases due to limitations in forensic technology.
Reopening the Case
In 2010, a state anthropologist reopened the investigation. They submitted the remains for DNA testing and checked the results against federal databases. However, the case did not progress until 2024 when the SBI’s Cold Case Investigative Team reevaluated the evidence using modern forensic tools.
Advanced DNA tests allowed forensic experts to extract genetic material from a bone sample. A genealogy service used this to identify possible relatives, leading investigators to the realization that the remains were those of a missing 15-year-old girl from Monkton, Maryland.
Collaborative Efforts and Ongoing Investigation
Authorities identified the remains with help from several agencies, including the FBI’s NCIC Investigation and Operational Assistance Group, the Maryland Department of State Police Homicide Unit, and the Raleigh Police Department’s Intel Unit.
