A Haitian immigrant, Destino Jean-Louis, has been charged with the murder of a Walmart employee outside a Pennsylvania store. Sources from the Department of Homeland Security (DHS) revealed that Jean-Louis entered the U.S. through the Biden administration’s migrant parole program.
Jean-Louis, aged 23, is accused of killing Latosha Ann Cooper, aged 45, in Cheltenham Township, Montgomery County, on October 21, according to court documents and the Montgomery County District Attorney’s Office.
DHS sources confirmed that Jean-Louis legally arrived in the U.S. on November 24, 2023, via Fort Lauderdale International Airport, under the CHNV parole program for migrants from Cuba, Haiti, Nicaragua, and Venezuela. His legal status was revoked by DHS on June 12, 2025.
According to DHS, on October 23, ICE detained Jean-Louis in Philadelphia. He remained under investigation for homicide by Montgomery County at the time.
The investigation suggests that Jean-Louis targeted Cooper after an immigration-related marriage arrangement between them ended. Reports from FOX 29 and 6ABC Philadelphia indicated that the two met while working at Walmart in 2024. They married afterward, with Cooper allegedly assisting Jean-Louis in seeking a green card.
Jean-Louis’s application was denied in July, leading to Cooper withdrawing from the process and cutting off contact. Subsequently, Jean-Louis allegedly contacted Walmart employees to find Cooper’s schedule and purportedly waited outside the store for her shift to end on October 21, according to investigators.
A co-worker told police they were speaking with Cooper in the Walmart parking lot when a masked individual approached and shot her, as reported by 6ABC Philadelphia. Jean-Louis reportedly hid near bushes outside the Walmart, wearing a mask, and awaited Cooper’s departure from her night shift.
Court documents claim Jean-Louis previously assaulted Cooper and repeatedly contacted store employees seeking her work schedule. Despite denying his presence at the scene, Jean-Louis’s cellphone records placed him at the Walmart during the time of the shooting and on other nights, investigators noted.
He was charged with first-degree murder, third-degree murder, illegal alien use of a firearm, carrying a firearm without a license, and possession of an instrument of crime. Jean-Louis remains held without bail at the Montgomery County Correctional Facility.
A spokesperson for Walmart and the Montgomery County District Attorney’s Office was unavailable for immediate comment.
