Francesca Hong, a democratic socialist, was defeated by David Crowley in Wisconsin’s Democratic gubernatorial primary. Yet, some of her progressive policies remain influential. Crowley, Milwaukee County’s executive, has enhanced racial-equity initiatives, expanded equity bureaucracy, and urged legal actions against fossil fuel companies. He aligns with Hong on millionaire taxes and carbon-neutral goals.
Critics voice concerns over Crowley’s policies. Republican consultant Mark Bednar highlighted significant tax increases during Crowley’s leadership in Milwaukee County. Bednar questioned whether Wisconsin voters want to expand “mismanagement” and “liberal priorities” statewide.
Crowley emphasized his record of “practical bipartisan solutions” in campaign ads. Media outlets like Wisconsin Public Radio and CBS News categorized him as a more moderate Democrat compared to Hong. Though Crowley shares policy similarities with Hong, he acknowledged areas of policy agreement, as well as disagreement.
Both candidates support higher taxes on millionaires, a $20 minimum wage, expanded union rights, and universal child care. They aim for carbon neutrality by 2050, with Crowley signing Milwaukee County’s plan to achieve net-zero emissions by the same year.
Racial equity remains a focal point for Crowley. He integrated a Racial Equity Budget Tool (REBT) into the budgeting process, assessing the impact of decisions on communities of color. Milwaukee County used the REBT to prioritize racial equity in budget allocations.
Crowley transformed the Office on African American Affairs into the “Office of Equity.” This expansion aimed to include various communities, increasing accountability for racial-equity goals.
Environmental initiatives also mark Crowley’s tenure. In April 2025, he initiated the Climate Action 2050 plan, targeting net-zero county operations by 2050. In 2022, Crowley called for legal action against fossil-fuel companies for environmental damage.
Despite federal policy changes, Crowley reinforced commitment to the Paris Agreement. His campaign declined requests to comment on these initiatives.
