Diplomatic Efforts in Ukraine Following Kushner and Witkoff Meetings

Rebeccah Heinrichs, a senior fellow at Hudson Institute, shares her analysis of the diplomatic efforts led by Jared Kushner and Steve Witkoff in Ukraine. These efforts occur alongside U.S. military strikes targeting Iranian oil tankers to deter region-hostile actions.

U.S. envoys Steve Witkoff and Jared Kushner arrived in Kyiv on Sunday for discussions with Ukrainian President Volodymyr Zelenskyy. This followed a meeting with Russian President Vladimir Putin in Moscow, part of the initiative to end the conflict between Russia and Ukraine.

Zelenskyy announced on Sunday morning that he had convened with his negotiating team before the Americans’ arrival, emphasizing Ukraine’s readiness for the talks. He conveyed his stance on the social platform X, stating, “Ukraine has always been and will remain constructive. We aim to bring the end of the war closer. Peace is needed, along with security guarantees and a dignified postwar peace.”

He added, “Our proposals are prepared. It is crucial to work in a coordinated, substantial, and realistic manner.”

The meeting with Putin lasted over three hours, but no significant breakthroughs were reported. Yuri Ushakov, Putin’s foreign policy adviser, described the discussion as “constructive, frank, and useful,” though specific outcomes were withheld.

A White House representative confirmed that significant plans were discussed, with announcements expected soon. The delegation looks forward to similarly productive discussions in Ukraine.

These meetings in Kyiv aim to revitalize settlement efforts regarding the war following Russia’s invasion of Ukraine in February 2022. The focus had dispersed over the past six months, owing to the U.S. concentrating on the conflict with Iran.

Moscow and Kyiv continue in a dispute over territories, particularly Ukraine’s refusal to vacate parts of the eastern Donetsk and Luhansk regions. Ushakov remarked that Moscow shared its “comprehensive battlefield assessment” with the U.S. delegation.

The discussions spanned beyond warfare issues, covering economic topics and potentially beneficial joint projects for both nations. President Trump noted his decision to dispatch Witkoff and Kushner to explore peace achievement possibilities. He stated, “We have a peace idea. I sent two great negotiators, Steve Witkoff and Jared Kushner, to see if progress can be made. They may make significant strides.”

Despite the talks, Russia and Ukraine continued their drone and missile exchanges overnight into Sunday, agreeing to pause attacks on each other’s capitals during negotiations.
