Europe is encountering modern, hybrid warfare threats, which are challenging the continent’s preparedness. Council of Europe Secretary-General Alain Berset emphasizes the need for evolution in facing these threats. He points to the changes seen in conflicts such as the Russia-Ukraine war, where drones have replaced traditional military tactics.

Berset highlights the increasing importance of information warfare, alongside online interference campaigns. Such threats exploit political upheaval across Europe, potentially disrupting democratic consensus. He acknowledges vulnerabilities in infrastructure, including energy and security systems.

Europe’s Evolving Defense Strategy

Europe is actively working on strengthening its defense capabilities. Defense spending by EU member states is set to surpass $516 billion. The ReArm Europe Plan/Readiness 2030 campaign aims for up to $800 billion in additional defense investments.

Nonetheless, Berset warns against neglecting investments in democratic security and values. Strong democratic institutions are crucial in preventing over-armed nations without proper democratic control.

Democracy’s Resilience to Shocks

Berset discusses the rise of political forces challenging the status quo, particularly right-wing movements gaining momentum across Europe. Despite this challenge, he argues that European democracy has a history of absorbing shocks. He cites crises such as the financial turmoil, debt challenges, Ukraine conflict, and the influence of populist parties.

He stresses the complexity citizens face in understanding these dynamics, exacerbated by advancements like social media and AI.

The U.S. Role and Europe’s Collective Strength

The United States’ changing approach affects Europe’s crisis management. President Trump’s criticisms and nationalist endorsements have impacted EU politics. Transatlantic relationships remain vital, grounded in history and shared interests.

Berset suggests that Europe’s capacity is underestimated. Despite diverse backgrounds, EU nations share a currency and legal framework, symbolizing unity. He hopes Europe can leverage this to resolve key challenges from energy to security.

Though optimistic, he believes in the potential of optimism, citing history as evidence of its effectiveness.
