New Vision for Addiction Recovery in Crete

State Senator Patrick Joyce has voiced strong support for the creation of a live-in addiction recovery facility at a 68-acre horse ranch in unincorporated Crete, motivated by the enthusiasm of its founder, Jim O’Connor. Joyce, a Democrat from Essex, described O’Connor as “high energy,” predicting that the program will succeed not just locally but across the state due to O’Connor’s leadership.

Joyce said O’Connor repeatedly shared his personal journey of alcohol recovery, which fueled his decision to purchase property at East Bemes Road and South Klemme Road, establishing Second Story Ranch. Joyce encouraged O’Connor to present his concept to other state officials to gain broader support. In December, O’Connor launched a capital campaign to fund the construction of facilities that would house up to 30 men in recovery, along with a communal lodge and family homes for staff.

Governor JB Pritzker’s recent budget approval included a $2 million allocation for Second Story Ranch, enabling construction to start this fall and proceed in two phases.

O’Connor expressed appreciation for the funding but emphasized the urgency to progress, aiming to utilize state support along with minor grants and donations effectively. The funding, provided via the Department of Commerce and Economic Opportunity, enables initial groundwork for staff housing and essential ranch infrastructure. O’Connor seeks an additional $3 million, possibly from opioid settlement funds, to complete amenities for program participants. Success in securing this funding could render the program operational by late 2027.

As Second Story Foundation Director, O’Connor is actively involved with recovery efforts, offering paid employment at the ranch thanks to collaboration with the Recovery Community of Joliet. O’Connor reinforced his commitment to offering resources and transitional housing to individuals completing 28-day inpatient programs, hoping to empower them towards self-sufficiency.
