Introduction of the Reimagining Safety Act
A new proposal has emerged seeking to abolish the Department of Homeland Security (DHS). Introduced by Illinois Representative Delia Ramirez, this legislation aims to replace DHS with a department focused on community safety. The introduction comes just weeks before midterm elections where immigration policy is a crucial issue for voters.
Legislation Details
The Reimagining Safety Act goes further than previous efforts that targeted U.S. Immigration and Customs Enforcement (ICE) specifically. It proposes dismantling the entire parent department, which was established after 9/11. According to a spokesperson for Ramirez, essential functions like FEMA and TSA would be managed by different departments.
The bill advocates for a separate civil immigration system within the Department of Justice. Delia Ramirez, who has frequently opposed the Trump administration’s immigration policies, believes the broad nature of the proposal will attract scrutiny given the proximity to the elections.
“There are valid reasons to reconsider DHS operations,” commented Adam Klein, a former senior DHS official. He highlighted that immigration enforcement, detention practices, and civil liberties are issues that need attention. Klein also noted that altering the structure does not absolve responsibilities for border security and other essential functions.
The Bill’s Provisions
Delia Ramirez stated that DHS should not be a tool of aggression but a reflection of their collective ability to care for each other in challenging times. According to her, creating a new structure in such an environment represents hope and the potential for a different world.
The bill outlines the dismantling of DHS over a 25-year period and calls for the termination of ICE. It suggests releasing all detained immigrants within six months and ending significant detention practices. Contracts with detention facilities would be canceled, and future spending on detention and monitoring would cease. The bill also seeks to discontinue ICE’s ankle monitor program.
Reassigning Responsibilities
The legislation proposes halting border wall construction and terminating the Border Patrol’s surveillance tower program. Various agencies would be reassigned to new roles within the federal government. FEMA and CISA would be part of a new Department of Community Safety, while TSA and the U.S. Coast Guard would join the Department of Transportation. Customs and Border Protection (CBP) would transfer customs duties to the Treasury, and immigration enforcement would move to the Department of Justice.
CBP facilities would serve as welcome centers for asylum seekers, providing access to social workers, medical staff, and interpreters. The bill’s supporters argue that the current ICE practices vilify law enforcement and contribute to increased assaults against ICE agents.
Significance and Political Context
This proposal comes as Republicans emphasize border security and illegal immigration in their campaigns. These topics have consistently been top concerns for voters. While immigration policy bolstered Donald Trump’s 2024 reelection campaign, recent events have caused shifts in support, even within the Republican Party.
The proposal raises debates over immigration and border security, coinciding with upcoming congressional elections. It is backed by other Democrats and various advocacy groups. Cosponsors of the bill include Rashida Tlaib, Adelita Grijalva, and Jim McGovern, with additional support from organizations like National Nurses United and Indivisible Chicago Alliance.
