The White House proposed a comprehensive defense budget of $1.5 trillion. This plan addresses the nation’s essential needs, balancing capacity, capability, and readiness without inducing false and costly trade-offs. However, this proposal is merely a request. Congress plays a crucial role in turning this budget into reality by solving the ongoing federal budget issues and aligning fiscal strategies with the nation’s defense requirements.
Each year, elected officials have a fundamental duty: to ensure national defense. Yet, recent years have seen increased divisions leading to last year’s record-breaking government shutdown. This is not a milestone to be proud of. There have been advancements though. In July 2025, a new budget reconciliation was achieved, allocating $150 billion for defense as mandatory spending. This influenced funding aimed at enhancing capabilities and allowed for extended spending periods. The 2027 budget anticipates a similar process with a proposed $350 billion boost.
Efforts to improve the situation are underway. Pending laws aim to secure payment for federal employees during shutdowns and enforce measures like automatic stopgaps and penalties for inaction. Among these, the Shutdown Fairness Act ensures pay for those working during shutdowns, while the Prevent Government Shutdowns Act introduces automatic two-week funding stopgaps if timely appropriations aren’t achieved. It also limits taxpayer-funded travel under continued resolutions. Recently passed Senate legislation would suspend senator salaries during shutdowns, though this won’t take effect until the next Congress.
While these efforts show promise, real measurable solutions are needed to enforce timely appropriation passage. Sustainable and bipartisan solutions must render delayed appropriations unacceptable. There are crucial steps to achieve this:
- Pay Linked to Performance: Congress should tie its salaries to successful, timely appropriations. A 10% pay deduction could be enforced each week after the fiscal year begins until appropriations are finalized.
- Term Limits Based on Performance: Career longevity should connect to job success. Should Congress fail budget deadlines three times in a six-year cycle, members forfeit the ability to run for re-election.
- Priorities on Hold Until Appropriations are Completed: All congressional tasks should pause until appropriations are enacted, ensuring focus remains on this critical responsibility.
These strategies heighten the importance of fulfilling Congress’s essential role. They engage all congressional members and save billions typically lost under continuing resolutions.
Additionally, for optimal defense spending efficiency, efforts begun last year must evolve. Immediate passage of another budget reconciliation with defense allocations is necessary. Congress should undertake budget reform tailored to Pentagon requirements, including enhancing reprogramming thresholds, consolidating budget lines, and enabling multi-year procurements. A comprehensive overhaul is vital to match these transformations with updated program management and a digital oversight framework.
Addressing these gaps permits military organizations to harness opportunities reminiscent of the principles set forth in the Declaration of Independence 250 years ago. National security is foundational for prosperity and global influence. Achieving this budget alignment could symbolize governmental strength and accountability, offering a token of reassurance to taxpayers ahead of the upcoming midterm elections.
