House Task Force Targets Companies Facilitating Birth Tourism

A House task force chairman has raised concerns about companies assisting foreign nationals in traveling to the United States to give birth, potentially engaging in what he describes as a criminal conspiracy. Rep. Brandon Gill, R-Texas, chairman of the House Oversight Committee’s Task Force on Defending Constitutional Rights and Exposing Institutional Abuses, revealed that his panel has subpoenaed several ‘birth tourism companies.’ These firms are under investigation for allegedly helping foreign nationals travel to the U.S. to give birth.

‘Under current law, birth tourism is illegal. You cannot enter the United States with the intent of giving birth,’ said Gill. ‘There is a compelling legal case that businesses facilitating this process through false information on immigration or visa forms are engaging in a form of criminal conspiracy, and we intend to investigate thoroughly,’ he added.

State Department regulations prohibit granting visitor visas if consular officers determine the primary purpose of travel is to give birth in the U.S. for citizenship advantage. The task force has been investigating several companies since 2025, with public scrutiny intensifying after a July incident involving a billboard for the Women’s Center at Mission Regional Medical Center in Mission, Texas. The billboard advertised services for births costing $3,950 and Caesarean Sections for $5,525, featuring a now-defunct website and an international phone number.

The Texas State initiated its investigation into the hospital, and Rep. Gill’s task force is examining operations nationwide. He criticized birth tourism as an ‘obvious and clear abuse’ of the U.S. immigration system, initially designed for freed slaves under the Fourteenth Amendment in 1868. ‘It’s not meant for illegal aliens crossing the border and using those births to secure their stay,’ he stressed.

This viewpoint is echoed by Sen. Jim Banks, R-Ind., in a recently introduced bill. The proposal aims to codify an executive order from former President Donald Trump, defining the immigration crisis as an ‘invasion.’ This proposed legislation references the 1898 Wong Kim Ark Supreme Court case, specifying non-citizens who are ‘not bound to render obedience to the sovereign.’

Although Gill admitted he hadn’t read Banks’ bill thoroughly, he endorsed it as a ‘phenomenal’ plan. ‘We must ensure that Americans’ birthrights aren’t appropriated by foreigners misusing our system, buying homes, and accessing welfare intended for Americans,’ argued Gill.

The case aligns with a major 2024 election issue – the illegal immigration crisis. ‘This tactic blatantly abuses American resources economically, socially, and culturally, posing national security risks,’ Gill commented.

A spokesperson for Mission Regional Medical Center assured that the hospital, operating since 1954 as ‘award-winning and nonprofit,’ discontinued the marketing campaign after potential misunderstandings. The campaign reportedly attracted minimal patient volume and no financial gain, in a community with high rates of uninsured patients and limited maternity care.

‘We don’t support or facilitate unlawful activity,’ the spokesperson stated. The hospital clarified its operations never aimed to promote birth tourism, emphasizing their commitment to lawfulness and integrity while serving the Rio Grande Valley.

‘Birth tourism should never become a lucrative business in the U.S.,’ emphasized Rep. James Comer, R-Ky., chairman of the broader Oversight Committee. He stated in May, ‘This practice exploits U.S. immigration laws, and those misleadingly entering the U.S. are breaking the law.’

Justice Brett Kavanaugh acknowledged in a Supreme Court ruling the potential for Congress to legislate in this matter. Lawmakers, including Gill and Banks, have indicated plans to pursue legislation limiting birthright citizenship. Born and raised in Allentown, Pennsylvania, Gill has been a part of Fox News’s New York and Washington bureaus since 2013.
