Putin Plans Major New Troop Mobilization for Ukraine Conflict

Russian President Vladimir Putin aims to enlist hundreds of thousands of additional soldiers to join the conflict in Ukraine. Ukrainian President Volodymyr Zelensky shared this information, indicating that the Kremlin is struggling to balance its significant casualty count with growing public disapproval of the conflict in eastern Europe.

Zelensky, in an interview with Sky News, stated that Putin plans to mobilize between 300,000 and 500,000 people in early October to strengthen Russia’s military efforts. This new round of mobilization illustrates the immense pressure the almost four and a half years of war in Ukraine has placed on Russia and may provoke further discontent among Russian citizens who are increasingly affected by the ongoing conflict.

In the fall of 2022, when Putin called up 300,000 reservists, widespread protests erupted throughout Russia, and countless individuals fled the country to avoid military service. A survey conducted by the Levada Center in May revealed that only one in four Russians currently support the continuation of the war in Ukraine.

Zelensky commented that mobilizing up to half a million troops would not be particularly challenging for Putin. Ukrainian officials have frequently anticipated that Russia may initiate another wave of mobilization in the upcoming months due to Moscow’s failure to meet its recruitment goals while sustaining over 1,000 casualties daily, based on recent estimates.

Ukraine’s foreign intelligence has reported that Russia fell short of its military recruitment target by around 30,000 personnel during the first quarter of 2026. As a result, Russian authorities have resorted to increasing recruitment bonuses to entice more individuals to enlist.

The anticipated mobilization is expected to occur shortly after Russia’s elections for numerous seats in the Duma, the country’s lower parliamentary house. These will be the first parliamentary elections since Moscow launched its full-scale invasion of Ukraine in February 2022.
