The current version of the bill seeks to weaken Putin’s military operations in Ukraine. It also reintroduces sanctions targeting Iran’s weapons and energy sectors, aiming to foster peace in the Middle East.
Sanctions and Tariffs Explained
The legislation proposes tariffs up to 500% on Russian imports and up to 100% on nations buying Russian energy, such as China and India. The law grants President Donald Trump the authority to modify these tariffs.
Some Democrats have expressed concerns about granting tariff authority due to past issues with Trump’s handling. To win support, Ukrainian President Volodymyr Zelenskyy, a close ally of Graham’s, advocated for the bill.
Targeting Russian Supporters
Sen. Jeanne Shaheen, D-N.H., addressed concerns about tariff authority misuse but emphasized the bill’s intent to weaken Russia’s position in Ukraine.
“This bill specifically targets those aiding Russia’s aggression,” Shaheen said. “It’s about increasing pressure on Putin to end the conflict.”
