Hawaii Governor Josh Green Secures Primary Election Victory

Democratic Governor Josh Green of Hawaii has successfully overcome three primary challengers to maintain his leadership of the Aloha State. First elected in 2022, Governor Green entered the primary with a significant approval rating of 56%, making his re-election prospects strong. The Cook Political Report classifies the race as leaning 13 points in favor of the Democratic Party.

His opponents in the primary included David “Duke” Bourgoin, George “Teva” Lucas-Tadeo, known as a Democratic socialist, and Lauren Kapoliahiʻiaka Shim. Bourgoin, who previously contended against Green in the 2022 gubernatorial race, attracted a mere 590 votes in contrast to Green’s 158,161. Bourgoin also faced defeats in mayoral races for Honolulu in both 2022 and 2024.

Though Democratic Socialists are gaining attention nationally, Lucas-Tadeo’s ideas, such as state-run grocery stores and marijuana legalization, did not resonate with Hawaii’s Democratic voters. Neither Lucas-Tadeo nor Shim established campaign websites or reported any campaign funds by June 30, as noted by Honolulu Civil Beat. In contrast, Governor Green amassed approximately $3.5 million in campaign contributions, significantly surpassing Republican Gary Cordery, who raised around $313,000.

Hawaii has not seen a Republican governor since Linda Lingle’s term ended in 2010. Normally, the Democratic primary field includes candidates with recognizable names, such as in 2022, when Representative Kai Kahele and former first lady Vicky Cayetano were contenders alongside Green.

According to John Hart, a communication professor at Hawaiʻi Pacific University, Green’s policy decisions have not faced considerable opposition, deterring potential challengers. “His policies have been fairly popular,” Hart stated, highlighting the absence of significant controversy or conflict that might encourage other Democrats to enter the race.

Governor Green has also pointed to his administration’s effective handling of major incidents, such as the 2023 Lahaina wildfire, which resulted in 102 deaths, and the March Kona low storms, causing over $1 billion in damage. Green emphasized that their responsive actions were appreciated by many, including politicians and citizens alike. “We were very present and, I think, pretty competent and compassionate in our response,” he told Civil Beat.

Green noted the absence of internal division within the Democratic Party, which might have otherwise prompted additional candidates to run against him. He stated, “I didn’t set out to get into fights with people, I really tried to do this job.”
