Local Resistance to Data Center Expansion Sparks National Debate

Efforts to enhance America’s tech infrastructure are encountering opposition from communities expected to host data centers. This situation sets Washington’s technological race against China against local pushback.

Community Concerns

Rep. Suhas Subramanyam, D-Va., warns that resistance may hinder necessary development unless Congress intervenes. He stresses the need for community involvement to ensure the expansion continues.

The communities are being steamrolled by the industry. They’re not feeling like anyone’s listening to them.

A Federal Proposal

Subramanyam proposes a federal initiative to balance growth and community concerns. His plan includes:

  • Siting regulations
  • Power cost sharing
  • Energy and water measurement
  • Security for facilities and surrounding areas

He advocates for state’s requirement of significant power users to cover more costs, suggesting federal funding might be withheld otherwise.

Local Economic Impact

Despite community objections, data centers have decreased real-property tax rates in Loudoun County. Subramanyam, however, points out other potential costs, such as increased utility bills.

The Data Center Coalition, based in Leesburg, challenges claims of higher residential power bills. An analysis by energy firm E3 found no historical rise in costs due to data centers.

Federal and State Actions

Subramanyam argues for consistent federal standards instead of a patchwork of state and local rules. His plan includes national regulations on siting, measurement, and security to prevent infrastructure attacks.

State actions, such as those by Virginia Gov. Abigail Spanberger, also address local concerns by redistributing infrastructure costs and improving grid reliability.

Diverse Approaches

In contrast, West Virginia aims to attract large projects with a microgrid program that could remove property taxes but may limit local governance. Broader discussions highlight differing regional strategies.

Subramanyam emphasizes the need for a balanced approach between inaction and complete moratoriums to prevent further local resistance.
