Public school teachers in Minnesota, under Governor Tim Walz, are required to comply with a controversial race standard. This standard demands educators evaluate how their biases and academic training could perpetuate oppression. Republican state Senator Mark Koran criticized this standard as evidence of declining educational quality in Minnesota.
According to Minnesota’s Standards of Effective Practice guidebook, teachers seeking state licensing must demonstrate an understanding of how biases and perceptions influence their teaching. They must also use tools to counter their behavior and disrupt oppressive systems. Koran views this requirement as forcing teachers to acknowledge themselves as oppressors, describing it as “crazy” and “detrimental.”
Koran accused Governor Walz of aligning with radical agendas tied to teachers’ unions. Minnesota recently overhauled its teaching licensing standards, which now include understanding the “oppressed” and “oppressor” dynamics and integrating these concepts into the curriculum.
The guidebook specifies that teachers need to understand prejudice, discrimination, and racism at various levels. They should also be familiar with Minnesota’s educational history and policies that created unequal opportunities. Emphasis is placed on addressing inequities faced by Indigenous students and others marginalized by race, class, and other factors.
Additionally, Minnesota’s Policy 425 provides financial incentives and protective measures for teachers of color, sparking debate. More than 50 school districts have adopted this policy, which includes affinity groups and retention safeguards.
The guidebook also addresses understanding the effects of individual and systemic trauma on students, including racism. Teachers must apply culturally responsive strategies to mitigate these effects.
Koran fears this “political ideology” will deter teachers from public schools. He criticized the assumption of individuals as oppressors based on race, noting declining academic outcomes in Minnesota. Koran highlighted that while graduation rates are at an all-time high, reading and math proficiency remain low among students.
The state of Minnesota is also facing scrutiny over a significant fraud scandal, further complicating educational challenges. Koran emphasized the crucial role of the governor in setting a positive direction for the state’s educational system.
