A construction worker is depicted carrying scaffolding equipment in Boston on March 14, 2024. The U.S. government issued its July jobs report on August 2, 2024. In this context, it’s crucial to understand the role and challenges faced by the Laborers’ International Union of North America (LIUNA).

LIUNA’s Contributions to Infrastructure

LIUNA, representing over 540,000 skilled workers across the United States and Canada, plays a vital role in infrastructure development. Their work spans the construction of highways, bridges, schools, and the installation of energy systems. These laborers fundamentally contribute to North America’s growth and functionality.

Political and Legal Challenges

Despite their crucial role, LIUNA often encounters political and legal obstacles that delay or even cancel projects. Permitting laws can be used to halt essential endeavors such as the SunZia wind and transmission project, which took 17 years for approval. The Atlantic Coast Pipeline, enduring a six-year delay, was eventually canceled in 2020. Such incidents highlight the difficulty in maintaining project momentum amid legal hindrances.

These setbacks not only affect project timelines but also have severe economic repercussions for workers. LIUNA members depend on project continuity for their wages, benefits, and career progression. Uncertainty in project execution translates to instability in their livelihoods.

Advocacy for Legislative Support

To address these challenges, LIUNA supports legislative measures like Senator Martin Heinrich’s Bipartisan American Affordability and Jobs Act. This act proposes specific deadlines for court challenges, enhancing transparency in environmental reviews under the National Environmental Policy Act. These measures aim to provide the assurance LIUNA members require while safeguarding union jobs and wages.

LIUNA has consistently advocated for such legislative changes, striving for clearer procedures and job protections. Their dedication includes testifying, commenting, and backing permitting bills, although past efforts have seen these bills falter in congress. There is now a substantial push towards passing this legislation to secure a stable future for LIUNA members.

Brent Booker serves as the general president for LIUNA, championing these efforts. The union is determined to eliminate the uncertainty that their members face and gain legislative approval for necessary changes in industry practices.
