Pedro Sánchez’s Response to Migration Challenges

The Spanish Prime Minister, Pedro Sánchez, strongly criticized some European countries for their approach toward the recent migration crisis in Ceuta, a Spanish enclave in Africa. He labeled these reactions as “selfish, polarizing and unlawful.” Sánchez argued that calls to suspend Spain from the Schengen area were driven by prejudice and misinformation. The Interior Ministry reported that between 50,000 and 60,000 migrants entered Ceuta from Morocco recently, although most have now returned. Tragically, 67 people have died during this crisis, including drownings and stampede incidents.

Spain’s Border Management

Sánchez addressed European Commission President Ursula von der Leyen in a letter, affirming that Spain had regained control over the border within 48 hours. His government provided humanitarian aid and managed to return nearly all migrants who crossed irregularly. Spain has also curtailed unauthorized movements toward mainland Europe, cooperating closely with Morocco but receiving limited support from other European nations. Italy temporarily reinstated border checks for arrivals from Spain, while officials in Finland and Denmark proposed considering Spain’s suspension from Schengen.

Defending Spain’s Migration Policies

In the letter, Sánchez outlined Spain’s successful migration policies, crediting them with reducing irregular arrivals drastically. He emphasized that Spain is the second most secure external border in the EU. From 2021 onward, Spain recorded significantly fewer irregular entries than Italy. Spain also supported other EU countries during their migration emergencies by accepting asylum seekers.

Sánchez emphasized that selfish and polarizing reactions are detrimental in the current international climate. He urged the Irish presidency of the Council of the European Union to call an urgent meeting of interior ministers to design a shared response. He stressed that protecting the EU’s external borders is a collective responsibility.

Europe’s Internal Divisions

The crisis in Ceuta highlighted stark divisions in Europe over border security and solidarity with countries at the forefront. Italian Prime Minister Giorgia Meloni and leaders from 22 other countries demanded stronger EU external borders and increased efforts to return migrants, pointing to the scenes in Ceuta as necessitating joint European action.

In contrast, European Commission President Ursula von der Leyen praised the response from Spain and Morocco and highlighted that no migrants from Ceuta reached mainland Spain or the EU.

Reactions to Spain’s Handling of the Crisis

Though some European leaders criticized Spain’s policies, France rejected suspending Spain from Schengen. French Interior Minister Laurent Nuñez emphasized ongoing cooperation with Spain in border security. Ceuta and Melilla, forming the EU’s only land border with Africa, have long been gateways for migration into Spain. However, migrants reaching Ceuta do not automatically enter the wider Schengen area due to stringent checks.

The Humanitarian Situation in Ceuta

The sudden arrival of migrants quickly overwhelmed local facilities, forcing many to sleep in public spaces. Madrid deployed military and additional police resources after the regional government of Ceuta reported being unable to manage the influx.

The reasons behind the mass crossings remain unclear. While Spanish officials pointed to smuggling networks, critics associated the surge with the regularization program for undocumented migrants, although it was limited to people already living in Spain before January 1.

Contingency Measures

In response to the crisis, Spain began constructing a 500-meter containment barrier extending from the breakwater into the sea, aiming to block one of the frequently used routes. Military personnel have been maintaining presence on the borders to manage and redirect migrants attempting to cross.
