Everton Blair Wins Special Election for Georgia’s 13th Congressional District

Elections in Georgia’s 13th Congressional District saw Everton Blair succeeding in the special election runoff, defeating Marcye Scott. Blair will take over for the late Rep. David Scott, serving only the final months of the term.

Blair, a former teacher and Gwinnett County school board chairman, emerged victorious in the heavily Democratic district. His term will conclude in early January, with the regular general election winner assuming office.

Blair also participated in the primary to win a full-term position but lost to Jasmine Clark, a Democratic Georgia state representative. Clark will face Republican Jonathan Chavez in the upcoming November election, with the official term starting in January.

David Scott held the district seat for over two decades before passing away in April at age 80. He was seeking a 13th term amid a challenging Democratic primary against Jasmine Clark and others.

In the 2024 elections, Scott secured the district with approximately 72% of the vote. Then, Vice President Kamala Harris claimed about 71% of the vote there in the presidential race, with Donald Trump receiving around 28%.

Marcye Scott led the July 28 special election with about 46% of the vote, but did not secure the majority required to win outright. Blair, who followed with about 38%, advanced in the runoff.

Blair’s win restores a Democratic vote to the district, providing representation for the remaining months of the 119th Congress. David Scott’s passing left the district without voting representation, although his congressional offices remained operational, offering constituent services under the House clerk’s supervision.

Blair’s campaign highlights his academic achievements, with degrees from Stanford and Harvard. He worked previously with the Obama administration and became the first Black and youngest member elected to his county’s school board in 2018.
