German authorities arrested August Hanning, once the head of the country’s foreign intelligence service, on allegations of espionage and attempted treason. He is suspected of acquiring classified documents and using them for analysis meant for a foreign intelligence service, as stated by federal prosecutors.

Key Figures and Allegations

Hanning, aged 80, led the Federal Intelligence Service (BND) from 1998 to 2005. Prosecutors have accused him of treasonous espionage, the gathering of state secrets, and attempted treason.

Alongside Hanning, Manfred D., a former chief of staff, faces charges of aiding and abetting these activities. Arrested in western Germany, Manfred D. allegedly played a pivotal role in the scheme.

The Espionage Arrangement

The prosecutors revealed that Hanning and Manfred D. formed an agreement in 2010. Under this agreement, Manfred D. purportedly transferred intelligence to Hanning for financial compensation. This exchange continued until June 2022, with around 2,000 documents, many classified for internal use, being passed to Hanning, allegedly for his consulting work.

Investigation Details

Authorities suspect Hanning used the acquired information to prepare analyses for a foreign intelligence service. Significant exchanges with an employee from another service reportedly took place.

The specific foreign intelligence services involved have not been publicly identified. The investigation that led to Hanning’s arrest originated from an unrelated case concerning the 2024 kidnapping of a businesswoman’s children in Hamburg.

Legal Proceedings

The arrest of Hanning marks the first instance of a former BND head being detained. Following their arrests, Hanning and Manfred D. are expected to appear before a judge at Germany’s Federal Court of Justice.
