A judge in Missouri has delivered a significant victory to President Donald Trump and the Republican Party concerning redistricting. On Wednesday, Cole County Circuit Judge Daniel Green ruled that the state’s referendum process cannot contest congressional maps drawn by the Legislature. This ruling keeps a GOP-favored map intact for the upcoming midterm elections.
Judge Green stated that the constitutional referendum provisions of Missouri do not apply to congressional redistricting by the General Assembly. The case was closely monitored as the map, supported by Trump, could influence control of the U.S. House. Green found that Republican Secretary of State Denny Hoskins acted lawfully by not certifying the referendum petition. He confirmed that the Republican-backed map would stay effective for the 2026 general election.
The ruling maintains a map passed by Missouri’s Republican-led Legislature after Trump encouraged GOP-controlled states to redraw congressional districts ahead of 2026 midterms. This move aims to give Republicans a chance to challenge Democratic Rep. Emanuel Cleaver of Kansas City.
Currently, Missouri’s House delegation includes six Republicans and two Democrats. The new map divides Kansas City, placing it among neighboring Republican districts, and moves parts of Cleaver’s district into Republican rural areas. According to the Associated Press, about 59% of the district’s voters would be new under the revised map.
Despite attempts by opponents to gather signatures for a statewide referendum opposing the map, Hoskins rejected the petition. He claimed that Missouri’s Constitution does not allow congressional redistricting to be subject to a referendum. Judge Green sided with Hoskins, the Republican National Committee, the National Republican Congressional Committee, and the Missouri Republican State Committee in the judgment.
This case is part of a larger national struggle over redistricting, especially during significant periods leading up to elections. Missouri, driven by Republican Governor Mike Kehoe, held a special legislative session to follow Trump’s call for Republicans to redefine congressional boundaries. Following Texas, Missouri is the second Republican-led state to engage in this effort.
The ruling by Judge Green retains the Trump-endorsed map as the case moves to the appeals court, with the potential to influence election outcomes notably. The White House has not yet commented on the matter.
