Trump Addresses Third Term Questions Amid Legal Constraints

President Donald Trump addressed questions about a potential third presidential run in 2028. At a press conference at Joint Base Andrews in Maryland, Trump acknowledged the constitutional limitations.

“Everybody asks me that question, and you know that the law is very strong on that,” Trump stated. “I’d love to run, but the law is very strong.”

He noted the inquiry came up frequently, mentioning his recent attendance at the Patriot Games event. “No, everybody wants me to do it, but the law is very strong,” he reiterated.

The 22nd Amendment of the U.S. Constitution restricts any individual from being elected president more than twice. This amendment was ratified in 1951, reflecting a historical shift after Franklin D. Roosevelt’s four-term presidency. Before this, the two-term tradition followed George Washington’s precedent.

Throughout his second term, Trump has made remarks hinting at a third run. At the White House Correspondent’s Dinner in July 2026, he jested about running again, stating, “Just like my presidency, the second time is always better. And the third time will be better yet. I’m only kidding.”

However, in a March 2025 interview with NBC’s Kristen Welker, Trump stated he wasn’t “joking,” discussing potential pathways for another run. He suggested a scenario where Vice President JD Vance could become president with Trump as running mate. Vance would then resign, allowing Trump to assume the presidency. This suggested bypass of the 22nd Amendment has sparked debate.

Most constitutional scholars, including Deborah Pearlstein from Princeton University, argue that this scenario wouldn’t circumvent the law. The 12th Amendment clarifies that anyone ineligible for the presidency cannot become vice president.
