In Orange County, California, earning a six-figure salary now qualifies as ‘low-income,’ highlighting an intensifying housing crisis. According to the California Department of Housing and Community Development’s 2026 state income limits, individuals earning $104,200 or less per year are eligible for low-income housing assistance. This represents a stark increase from last year’s threshold of $94,750.
State officials use these limits to assess eligibility for income-restricted housing and local assistance programs. The metrics evaluate income against housing costs, leading to adjustments as real estate prices escalate. This situation has raised concerns among residents regarding their future in the region.
Data from a 2024 survey by the University of California, Irvine shows 51% of Orange County residents have contemplated moving. Among them, over three-quarters cite housing costs as the main reason.
Many local renters find homeownership unattainable. According to the California Association of Realtors, only 18% of households in Orange County can afford a median-priced home, which costs roughly $1.44 million.
As housing expenses and taxes persistently rise, major Californian cities experience population declines. Los Angeles County, for instance, leads the nation in population loss, with a drop of 53,421 residents from July 2024 to July 2025. The county’s population has fallen from about 10 million in 2020 to 9.7 million in 2025.
San Francisco has also struggled to reclaim its population numbers from before the pandemic. Despite economic growth due to the artificial intelligence sector, the city’s population remains below 2020 levels. Similar challenges as in Los Angeles, such as high living costs and homelessness, affect the Bay Area.
