Federal Report Reveals Design Flaws in Surfside Condo Collapse

Two columns supporting the pool deck of Champlain Towers South began to fail several weeks prior to the building’s collapse in June 2021, according to a new federal report. The report highlights critical design and construction errors contributing to the tragedy.

Released Monday, the investigation concluded that the structural design of Champlain Towers South deviated from established building code requirements, and the construction did not align with the proposed design. These deviations, paired with decades of corrosion and modifications that increased the weight on the pool deck, weakened the structure.

In the aftermath of this disaster, which claimed 98 lives, investigators have not yet provided safety recommendations; a final report with detailed evidence is forthcoming.

Investigators determined that early signs of structural stress began in June 2021. The pool deck columns started failing, with cracks spreading and causing a redistribution of loads throughout the deck. Visible indicators included planter box cracks, a jammed gate, and an escalating leak into the parking garage below, all documented in photographs within the report.

Conditions worsened until June 24, when the pool deck collapsed onto the underground parking garage, instigating a chain reaction that destroyed a significant portion of the building while residents were asleep.

“When building structures are designed and built to required codes and standards, they have margins against failure, meaning they should be able to support much more load than they are expected to bear,” stated Judith Mitrani-Reiser, lead investigator for the National Institute of Standards and Technology. “In the case of Champlain Towers South, however, these margins against failure were too narrow from the start.”

The investigation emphasizes the importance of adhering to construction codes to prevent such catastrophic failures.
