The Department of Defense has announced a legal waiver that allows current and former military personnel, civilian employees, and contractors to disclose information related to Unidentified Anomalous Phenomena (UAP), commonly referred to as UFOs. This information can now be shared with designated representatives of a government initiative known as the Presidential Unsealing and Reporting System for UAP Encounters (PURSUE).

This announcement follows increased interest in UAP investigations, spurred by congressional hearings and whistleblower statements, alongside the release of previously classified documents. For many years, individuals with knowledge of UAP-related programs have hesitated to speak up due to fears of legal repercussions and loss of security clearances. The waiver now addresses these concerns by removing legal barriers, enabling defense personnel to share information with the PURSUE program without breaching secrecy agreements.

Understanding PURSUE

The new policy introduces a formal process to review, assess, and potentially declassify historical and current UAP information. Advocates for UAP disclosure argue that legal safeguards encourage witnesses and insiders to come forward with information to aid lawmakers and the public in comprehending unexplained aerial incidents.

“Anytime there can be more transparency, it’s great,” stated Dr. Julia Mossbridge, founder of the Mossbridge Institute, in an interview. “I believe that Pursue’s consistent release of information aids public understanding.”

According to officials, PURSUE represents a structured pipeline for evaluating and declassifying UAP data, with a focus on transparency and understanding. Organizations like the Public Interest Declassification Board and the Scientific Coalition for UAP Studies have supported efforts for congressional hearings and full disclosure.

Previous Policy and Changes

Before the waiver announcement, personnel with access to classified UAP information were bound by non-disclosure agreements and Special Access Program Indoctrination Agreements (SAPIAs). Previously, these agreements discouraged information sharing due to potential legal liabilities.

The waiver enacted by the Department of Defense removes civil and administrative penalties associated with these agreements for authorized disclosures to PURSUE representatives. However, the waiver maintains security protocols to ensure information is reviewed for potential security risks before any broader release.

Recent Developments in UAP Disclosure

The Department of Defense has continued its disclosure efforts, notably releasing its fifth installment as part of PURSUE. This tranche includes various UAP sighting reports, such as incidents documented with infrared video and sightings within the United States.

Prominent figures like David Grusch, a former intelligence officer, have contributed to these disclosures, alleging the existence of secret government programs focused on unidentified craft. Grusch has advocated for improved whistleblower protections and transparency regarding UAP activities. During a House Oversight Committee testimony, he emphasized his findings on alien technology reverse-engineering programs.

Grusch expressed optimism that these discoveries could catalyze a significant reassessment of global priorities. He hopes newfound knowledge might promote technological and societal advancements, encouraging collective curiosity and international cooperation.

David Fravor, a former U.S. Navy commanding officer, and Ryan Graves from Americans for Safe Aerospace also shared testimonies. Prior experiences include Fravor’s sighting of a flying object during a training mission in 2004.

The waiver aims to address concerns regarding safe disclosure of UAP information. As the initiative progresses, focus will likely shift to whether more witnesses will come forward and if undisclosed records are uncovered through the purge review and declassification procedures.
