A report released by Legislative Inspector General Michael McCuskey uncovered sexual harassment by former state Representative Harry Benton. It identified a third victim, a staffer, who described unsettling behavior by Benton at a Springfield bar.

Key questions about the handling of allegations by Democratic House Speaker Emanuel “Chris” Welch remain unresolved. Welch’s office initially received complaints from a former Benton staffer three years ago, yet Welch spent $1.4 million on Benton’s reelection. It was not until a lobbyist encountered Benton at a Chicago bar that disciplinary actions were initiated.

Investigation Findings

The investigation, starting March 4 after Welch’s office filed a complaint, followed a Tribune examination of Benton’s actions towards two women. The report highlighted harassment of a district office director at a bar in Springfield during 2025 Latino Unity Day.

The report declared the district office director’s complaint against Benton as “founded.” Benton denied all allegations during an inquiry by McCuskey, who found Benton’s denials not credible.

Staffer’s Experience and Advocacy

The former Benton staffer expressed disillusionment and highlighted the importance of addressing sexual harassment in government. She noted that harassment represents an abuse of power and emphasized young people’s need for safe working environments.

Despite initial reluctance to file an official complaint due to fear of career repercussions, the staffer wanted to prevent future harassment incidents.

Responses and Implications

Speaker Welch claimed his office acted responsibly. McCuskey made no judgments on the speaker’s office’s actions, and the report omitted Welch’s direct involvement or communication with Benton or the former staffer.

Following further allegations and tension within Democratic caucuses, Welch urged Benton to resign upon receiving McCuskey’s report. Benton resigned and dropped his reelection bid, with Democrats appointing Jessica Dixon Heitman for his term and role as a party nominee.

Criticism and Calls for Transparency

Welch faced criticism from some caucus members and women’s groups regarding his actions in managing Benton’s misconduct. Governor JB Pritzker emphasized transparency and accountability in handling Benton’s situation.

Welch refrained from personally addressing media inquiries, opting for general statements instead. The Legislative Ethics Commission released McCuskey’s findings after necessary procedural steps.

Benton’s Violations and Legislative Ethics

McCuskey concluded Benton engaged in inappropriate conduct and violated state law regarding sexual harassment. He highlighted Benton’s failure to adhere to training guidelines and recommended disciplinary measures.

The Legislative Ethics Commission unanimously voted to release McCuskey’s findings. While Welch requested expulsion, McCuskey suggested retaining Benton’s exclusion from caucus and committee affiliations.
