Three NFL players have been placed on the Commissioner’s Exempt List as the 2026 season approaches. Green Bay Packers running back Josh Jacobs, Denver Broncos linebacker Jonathon Cooper, and Seattle Seahawks cornerback Terrion Arnold have been affected. This decision will impact the start of their seasons.
According to NFL rules, the Commissioner’s Exempt List is a special status reserved for specific circumstances. Players on this list are temporarily exempt from counting within the Active List limit. Only the Commissioner has the authority to place a player on the Exempt List and decide the duration of the exemption.
The List includes those players who have been declared by the Commissioner to be temporarily exempt from counting within the Active List limit.
Jacobs faces legal troubles following a domestic incident near his Green Bay home earlier this year. He was charged with battery and criminal damage to property. Conviction of these misdemeanor charges could lead to up to $20,000 in fines or 18 months in prison.
Cooper, from the Denver Broncos, was arrested in June for violating a protection order related to a previous domestic violence arrest. Meanwhile, Arnold was arrested on charges of kidnapping and armed robbery in June. Though released by the Detroit Lions, he later joined an NFL camp with the Seahawks. Arnold’s current status on the exempt list prevents him from playing games this year.
Other NFL players are also facing legal issues. Kansas City Chiefs wide receiver Rashee Rice served 30 days in jail during spring due to a probation violation from a 2025 plea agreement. Los Angeles Rams star Puka Nacua may face discipline for an incident in March. He was accused of biting a woman and subsequently entered rehab.
Baltimore Ravens wide receiver Rashod Bateman is involved in a legal case stemming from domestic violence charges in June. These players could face disciplinary actions from the NFL, influencing their participation in the 2026 season.
