Senator Shaheen’s Urgent Proposal on Insulin Prices

Senator Jeanne Shaheen is advocating for a Senate vote on a bipartisan bill to cap insulin prices in private insurance. She aims to achieve this before lawmakers recess for the midterm elections.

President Trump campaigned on immediately lowering costs for the American people, yet he’s done the opposite. With millions of American families facing spiking prices due to this Administration’s disastrous health care policies, my INSULIN Act is one immediate step Congress can take to directly lower costs for millions of Americans, Shaheen stated.

Shaheen, who is retiring, wants to finalize this bill before year-end. Her active discussions with the White House underline her commitment. The legislation aims to set out-of-pocket insulin costs at $35 for those with commercial insurance. This extends the Medicare cap from President Biden’s Inflation Reduction Act of 2022. A 10-state pilot program for uninsured people is also planned.

The bill, supported by Senators Susan Collins, Raphael Warnock, and John Kennedy, passed the Senate Health Education, Labor and Pensions Committee with a 17-5 vote. It has 28 bipartisan co-sponsors, signaling potential Senate approval if Democrat support holds. Shaheen is exploring inclusion in a year-end spending bill or attaching it to a necessary defense policy bill.

A House version of the proposal surfaced this month from Representatives Diana DeGette, Angie Craig, Kim Schrier, Mariannette Miller-Meeks, and Rob Bresnahan. Passing this measure remains uncertain as GOP resistance to price controls persists. HELP Committee Chair Bill Cassidy opposed the bill, arguing it duplicates existing programs and criticizing current drug pricing frameworks.
