Secretary of State Marco Rubio Convenes Global Leaders on Political Terrorism

Rubio’s Initiative Against Left-Wing Political Terrorism

Secretary of State Marco Rubio convened leaders from over 60 countries. The Trump administration’s latest effort addresses what they term ‘left-wing’ political terrorism. This issue is significant for Republicans as they approach midterm elections.

Despite the focus on left-wing political violence, studies reveal only a few reported cases in the U.S. Far-right violence remains historically more prevalent. Rubio and other officials warned of a dark future if ‘communists and Marxists’ behind these alleged acts are not stopped.

Rubio urged global officials, mostly from Europe and Latin America, to unite. He claimed such acts have been a neglected area in counterterrorism. Rubio accused dismissing violence as political expression when linked to left-wing causes.

“A bomb by a neo-Nazi group was ‘a nefarious act of evil.’ It’s labeled as such. Yet, a bomb by a Marxist revolutionary is seen as a mere excess of idealism.”

The Center for Strategic and International Studies reported last year that left-wing terrorism attacks had exceeded far-right incidents for the first time in over 30 years by July 2025. However, this increase started from low levels compared to far-right actions.

Comparative Analysis of Political Violence

From 1994 to 2000, left-wing incidents averaged 0.6 annually, while the far-right averaged 20.6. Between 2016 and 2024, the average for the left rose to four, with the far-right at 22.7. In early July 2025, far-right incidents dropped to one, while left-wing incidents increased to five.

Authors noted the potential resurgence of right-wing terrorism. They emphasized addressing terrorism across the spectrum.

Republican Strategy Before Congressional Elections

President Trump prioritized anti-far left rhetoric for congressional elections this November. He accused the Democratic Party’s left-wing of aiming to ‘destroy the traditional American way of life’ and carrying out assassinations. Vice President JD Vance also highlighted the political shift towards communism.

House Speaker Mike Johnson criticized ‘radical candidates’ identifying as Marxists. Rubio’s views are influenced by his heritage; his Cuban immigrant parents fled before Castro’s rise to power.

Policies and Measures

Stephen Miller, Trump’s deputy chief of staff, emphasized the perceived threat from the left. He urged strong defense of American institutions from perceived intrusions.

This focus often conflates democratic socialism with communism. Democratic socialism advocates for universal healthcare, taxing the wealthy, and stricter corporate regulation. The ideological intensity grew after democratic socialist Zohran Mamdani’s election as New York City mayor.

Recent measures include economic sanctions. In November, the State Department labeled four European antifa organizations as terrorist entities. Treasury Secretary Scott Bessent advocated financial targeting to undermine their networks.

Later, Rubio announced visa restrictions against members of these groups involved in terrorism support activities.

“We’ve developed advanced financial counterterrorism tools, now deployed domestically.”
