Senate Faces Challenges as August Recess Approaches

The Senate is trying to resolve several pressing issues before the August recess, with ongoing concerns about government funding and Todd Blanche’s confirmation as attorney general. Senate Majority Leader John Thune expressed optimism about reaching a deal with Democrats to speed up proceedings. “There’s still a lot of stuff that’s piled up, trying to get through,” Thune told CBS News.

Critical items on the Senate’s agenda include approving a continuing resolution to maintain government funding after the midterm elections, considering dozens of executive branch nominees, a Russia sanctions bill, a bipartisan college athletics measure, and the confirmation of Blanche. Thune has pushed for swift action, requiring the agreement of all 100 senators to expedite these issues. He indicated a willingness to extend the session into August until significant progress is made.

The delay in settling these issues could push back the five-week August break for senators. Thune stated, “I would like to be able to get as much business done as we can, knowing full well that when we get back here in September, it’s going to be a mad rush to Election Day.” Without a resolution, he noted that the schedule might extend well into the following week, as some points of contention remain, especially among Republicans.

The Senate GOP aims to address internal concerns about the continuing resolution. A specific provision causing issues involves delaying a ban on certain hemp products, which Sen. Ted Budd of North Carolina argues is necessary to prevent cannabis consumption by minors. Meanwhile, Blanche’s confirmation faces obstacles with GOP Sen. Susan Collins of Maine opposing him, limiting Republicans to just one more defection given Sen. Mitch McConnell’s absence.

There’s uncertainty about Blanche’s ability to secure enough support for confirmation. Senators Lisa Murkowski of Alaska and Bill Cassidy of Louisiana have not disclosed their voting intentions. Adding to these challenges, Democrats may resist expediting Blanche’s confirmation due to their own reservations.

Further complications arise with the Senate’s approach to a budget resolution passed by the House, a key priority for the White House. This resolution initiates a reconciliation process essential for directing funds to the Pentagon and farm aid without relying on Democratic support. Among other components, it includes elements of the SAVE America Act, a voting regulations bill heavily backed by the president.

Thune acknowledged uncertainty about the budget resolution’s support within the GOP, creating challenges for a third reconciliation package. Nonetheless, the president has urged the Senate to remain in session until resolving the budget resolution or advancing the SAVE America Act. Some Republican members have threatened to block adjournment, prompting GOP leaders to strategize on the next steps.

“It’s still a work in progress,” Thune remarked, highlighting the ongoing efforts to navigate these legislative hurdles.
