Sens. Shaheen and Britt Discuss Bipartisan Russia Sanctions Bill

Sens. Jeanne Shaheen and Katie Britt have introduced a bipartisan bill aimed at imposing sanctions on Russia. During a discussion with Shannon Bream, Sen. Graham, who died suddenly at 71, will begin his final journey back to South Carolina on Tuesday. Lawmakers and global leaders will gather in Washington to pay tribute to Graham, who will be honored with two services. They will take place in the rotunda of the U.S. Capitol and at a private funeral service at the National Cathedral.

His political journey led him from modest beginnings to becoming a key figure in national security and foreign policy. Leaders such as Israeli Prime Minister Benjamin Netanyahu and Ukrainian President Volodymyr Zelenskyy are expected to attend the services. Zelenskyy will address lawmakers, as the Senate advances Graham’s goal of imposing severe sanctions on Russia due to the Ukraine conflict.

Sen. Richard Blumenthal, D-Conn., emphasized the importance of the sanctions package and its impact on Graham’s legacy. He recalled Graham’s enthusiasm about the legislation, stating, “It’s a big effing deal. We all did well.” Blumenthal highlighted that the bill represents a significant part of Graham’s legacy.

The bipartisan group of senators, led by Blumenthal, has revised the legislations to honor Graham, a move encouraged by his sister, newly appointed Sen. Darline Graham, R-S.C. Despite progress, Blumenthal noted that the effort to pass the bill continues. He expressed hope for its passage, calling it a fitting tribute to Graham’s career.

Senate Majority Leader John Thune, R-S.D., has prepared the package, which now includes Iran sanctions, for a vote. Lawmakers will face a procedural hurdle Tuesday night, following Graham’s service at the National Cathedral. Thune expressed optimism about bipartisan support for the legislation, aiming to set a clear path for its completion.

The core elements of the bill remain unchanged, targeting Russian President Vladimir Putin, Russian officials, and military leaders. It includes tariffs on Russian imports and on countries purchasing Russian energy, like China and India. The legislation also allows President Donald Trump the discretion to modify sanctions as necessary.

Key updates to the package involve a “national interest certification” for Trump’s sanction waiver authority and sanctions on ships and tankers within Russia’s “shadow fleet.” These provisions exemplify Graham’s dedication to public service.

Rep. William Timmons, R-S.C., shared fond memories of Graham, noting his focus on serving the nation. Whether in the military or Congress, Graham’s life was defined by public service. Timmons recalled their friendship and Graham’s encouragement to strive further in service to the country.
