Surveillance video has been released by federal prosecutors, allegedly showing Andrew Arrabaca, dressed in camouflage pants and a helmet, involved in an attack outside 26 Federal Plaza in New York City.
Arrabaca, a 43-year-old Army veteran from Poughkeepsie, New York, is accused of targeting the federal building, which hosts the offices of the FBI and ICE, with fireworks, gasoline, and a BB gun.
Details of the Incident
The video captures a man believed to be Arrabaca pulling a cart adorned with an anti-ICE banner. The footage shows him placing fireworks on the ground and aiming them at pedestrians.
Arrabaca reportedly returned with a BB gun, using it to fire at the building. He then poured gasoline on the steps and ignited it, throwing a box of additional fireworks into the flames.
The authorities arrested Arrabaca on the scene. At least one person sustained a head injury from explosive debris, and two others had minor injuries according to court records.
Weapons and Motive
Prosecutors allege Arrabaca carried various weapons, including an Airsoft rifle, BB guns, and several knives. Pictures taken post-arrest show two BB guns lying on the ground.
James Barnacle, FBI New York Field Office’s assistant director, described Arrabaca as having anti-government inclinations. Arrabaca allegedly mentioned during questioning that anti-government beliefs motivated his actions, specifically targeting the staircase due to its location.
Background on Arrabaca
Arrabaca served as a missile system mechanic in the U.S. Army from 2001 to 2005. Voter records indicate he identified with the Democratic Party and the Working Families Party. The incident caused minor injuries to three individuals.
Barnacle revealed that Arrabaca carried axes, a hammer, a machete, and additional knives. Authorities also found incendiary materials and anti-ICE literature.
Efforts to secure a warrant for a search of Arrabaca’s vehicle are ongoing, as authorities continue their investigation.
The Federal Plaza has remained a frequent target for extremist actions despite the security measures, including barricades and road closures, in place around the area.
