Ukraine Seeks Greater Defense Against Russian Attacks

Ukrainian President Volodymyr Zelenskyy has renewed his call for U.S.-made Patriot missile interceptors. Following a Russian missile and drone attack on Kyiv that claimed at least 10 lives and injured many others, Zelenskyy emphasized the need for international support.

In a video message, Zelenskyy urged partners to make political decisions to provide necessary defense systems, stating that anti-ballistic missiles should protect people rather than remain in stockpiles.

“The world has Patriot missiles. The United States knows what we need. Europe knows what we need,” Zelenskyy said.

Concerns extend beyond air defenses, with a former Ukrainian government official pointing out deficiencies in civilian protection. This comes amid a probe into shelter construction and repairs, revealing inadequacies despite substantial financial investments.

Kyiv’s expenses on bomb shelters are also under review. A local audit follows reports of civilians being unable to access shelters during attacks. Though significant funds have been devoted to shelter repairs and construction, many remain insufficiently accessible.

Some shelters have been found locked, flooded, or otherwise unusable, as the Human Rights Commissioner’s inspection revealed. This has led civilians to rely on less secure options, risking their safety during air raids.

The Civil Protection Shelter Coalition, launched by Ukraine and Finland, aims to fortify civil defense efforts by 2034, with members promising millions in funding.

Despite efforts to bolster defenses, issues persist as thousands of shelters fail to meet basic standards. This compounded by Russia’s expanded use of guided aerial bombs across front-line regions, poses a serious threat to Ukrainians.

According to Zelenskyy, Ukraine urgently needs Patriot missiles. However, producing them domestically could take years, heightening the urgency of international assistance.

“Russia has intensified its use of guided aerial bombs from northern Sumy to southern Kherson, expanding its fire control. No missile system can stop that,” the ex-government spokesperson expressed.

A comprehensive overhaul of Ukraine’s civilian defense system remains essential, as Zelenskyy warns of a harsher winter threatening a humanitarian crisis.

While discussions continue on potential production licenses, challenges lie ahead in securing reliable defense support, underscoring the need for global cooperation.
