Bill Pulte Named Acting ODNI Director
President Donald Trump announced Bill Pulte as the acting Director of National Intelligence (ODNI), replacing Tulsi Gabbard. Pulte, the current chair of Freddie Mac, will assume the role following Gabbard’s departure at the end of June. As Pulte takes on this temporary position, Trump has directed him to begin reducing the size of ODNI.

Trump aims for a leaner ODNI, wanting to ‘start the process’ of shrinking its personnel before a permanent director is confirmed. He believes the office is currently ‘too big’ and has asked Pulte to address this issue by targeting holdovers from previous administrations. Trump wants the eventual permanent nominee to continue these efforts.
Pulte’s Appointment and Role
Pulte’s appointment as acting director does not require Senate confirmation and can last up to 210 days. This temporary status allows Pulte greater flexibility, according to Trump. The president stated that being ‘less shackled’ could help Pulte execute the planned changes effectively.
Support and Criticism
The appointment drew mixed reactions. Senate Intelligence Committee Chairman Tom Cotton supports the downsizing initiative, arguing ODNI has expanded beyond its original purpose. Cotton has been vocal about returning intelligence officers to their home agencies to focus on core duties.
Conversely, some lawmakers expressed concern over Pulte’s lack of a national security background. Former Senate Republican Leader Mitch McConnell and Sen. Mark Warner voiced opposition, highlighting the need for extensive national security experience in the role.
ODNI’s Historical Context
ODNI was established in 2004 following the 9/11 Commission’s recommendations to enhance coordination among U.S. intelligence agencies. Despite this, some lawmakers feel the office has grown too large. Previously, ODNI housed roughly 1,800 employees, although outgoing Director Gabbard reportedly reduced staff by about 25%.
Trump’s decision to appoint Pulte could signal the start of further restructuring efforts prior to a permanent director’s confirmation. The administration appears focused on reducing ODNI’s workforce size and reshaping its operational scope.
