On Wednesday, President Donald Trump signed new legislation introduced by Senator Josh Hawley to expand resources for tackling child exploitation. The law funds 200 additional child exploitation investigators, addressing a significant gap in federal resources. Previously, the Department of Homeland Security (DHS) had only seven forensic analysts nationwide dedicated to such cases.
Hawley collaborated with former NFL quarterback Tim Tebow on this legislation. After the bill was signed into law, Hawley expressed gratitude to President Trump for his leadership on the issue. ‘This is the largest surge against child trafficking ever by the federal government,’ Hawley said. He emphasized the urgency of rescuing affected children.
The measure is included in a $70 billion reconciliation package, which allocates $38 billion to Immigration and Customs Enforcement (ICE) and $26 billion to Border Patrol. It invests $108.5 million specifically in enforcement against child trafficking and exploitation. According to Hawley’s office, this represents the largest federal investment ever made to combat child trafficking.
The passage of this provision was influenced by Tim Tebow, who testified on March 3 before Hawley’s Senate Judiciary Subcommittee on Crime and Counterterrorism. Tebow highlighted the severity of the issue, noting that 338,000 unique IP addresses in the U.S. were involved in downloading, sharing, or distributing child exploitation materials within months. Yet, investigations into these crimes have been limited.
Hawley’s Renewed Hope Act was the foundation for this measure. It provides Homeland Security Investigations (HSI) with the capacity to hire 40 new forensic analysts and 30 child exploitation investigators at the Child Exploitation Investigations Unit. Additionally, HSI can employ 130 more forensic analysts and create a specialized training program for law enforcement agencies to enhance collaboration.
President Trump commented on the bill during the signing at the Oval Office, stating, ‘The bill provides crucial funding to domestic law enforcement investigations, combating child exploitation, and continuing our work to restore law and order across our nation and to protect America’s youth.’
