Proposed Rule Could Alter U.S.-China Science Collaboration

A new rule proposed by the Office of Management and Budget aims to end all research funding for collaborations between U.S. and Chinese scientists. This policy comes at a time when China has surpassed the United States as the leading global investor and producer in science and engineering research and development.

In April, a notable U.S. government board, responsible for managing $9 billion of federal science funds, was poised to deliver an important message in its report to the president and Congress. The report highlights China’s lead over the United States in investing and producing outputs in science and engineering sectors.
