In a significant move, lawmakers recently passed a $1.2 trillion spending bill that marks an end to the government shutdown. This bill includes $4 million in funding allocated to two children’s hospitals currently under scrutiny by the Trump administration’s Department of Health and Human Services (HHS) for their transgender healthcare services for minors.
The two hospitals in question are Seattle Children’s Hospital in Washington and the Lurie Children’s Hospital in Chicago. The allocations are detailed within the substantial funding package, which was signed into law by President Donald Trump, concluding the partial government shutdown.
These healthcare facilities are among those targeted by the Trump administration as part of its efforts to address what it describes as “chemical and surgical mutilation” involving minors.
CHILDREN’S NATIONAL HOSPITAL IN DC TO END GENDER TRANSITION MEDICAL INTERVENTIONS
Senators Patty Murray (D-Wash.) and Dick Durbin (D-Ill.) were instrumental in securing these funds, described as congressionally directed spending, often referred to as earmarks. Senator Murray, ranking Democrat on the Senate Appropriations Committee, obtained $3 million for Seattle Children’s Hospital to create a “safe and comfortable space for kids in crisis,” aiming to address serious mental health challenges faced by children.
Murray emphasized, “It has nothing to do with President Trump’s hateful crusade against transgender children,” adding that broad community support exists for investment in mental health crisis intervention.
The remaining $1 million is earmarked for Lurie Children’s Hospital, which has temporarily halted its transgender care services for minors due to ongoing probes by the Trump administration. Senator Durbin’s office highlighted that the funds would expand a new violence recovery program to support pediatric trauma victims.
White House spokesman Kush Desai commented, “The American people gave President Trump a resounding mandate to restore common sense in America, and the Trump administration is exploring other tools to crack down on child mutilation procedures.”
Earmark spending has consistently been a contentious topic in Congress. Once prohibited, the practice was reauthorized a few years ago with constraints, although some lawmakers like Senator Mike Lee (R-Utah) have voiced strong opposition, particularly concerning spending related to transgender youth.
“We don’t need this; we don’t want this. It’s unacceptable. It must end,”
Lee declared.
Within the Senate, some Republicans voted to ban earmarks internally in 2019, although this does not apply to the entirety of the chamber. Senator Susan Collins (R-Maine), Chair of the Senate Appropriations Committee, defended the practice, suggesting it enables lawmakers to address specific needs in their states.
HHS Secretary Robert F. Kennedy Jr. has directed scrutiny towards hospitals like Seattle Children’s and has restricted their access to Medicare and Medicaid. This follows Trump’s administration banning sex-reassignment procedures for minors nationwide. Some states, including Washington, have initiated legal action against the federal government, arguing overreach in altering healthcare standards.
The Lurie Children’s Hospital has reduced its transgender services for minors amid pressure from HHS, although investigations continue. Recently, HHS General Counsel Mike Stuart referred Lurie and other hospitals for investigation by the Office of Inspector General for not sufficiently protecting children.
These contentious actions have not deterred some lawmakers from pushing for changes. Robert F. Kennedy Jr., speaking at a Senate hearing, vowed to pursue every option to curb irreversible medical interventions in youth.
Funding for Seattle Children’s aims to support facilities and equipment for a behavioral health stabilization unit, while funds for Lurie Children’s focus on health and trauma services for pediatric patients. The hospitals have not provided detailed comments on the funding use or their engagement with HHS.
