House of Representatives Advances Voter ID Bill for 2026 Elections

The House of Representatives is preparing to cast a vote on a proposed bill mandating photo identification for voters across the United States in the forthcoming 2026 midterm elections. This legislative development comes as the House Rules Committee, which serves as the final arbiter before most bills are presented for a comprehensive chamber vote, advanced the SAVE America Act on Tuesday. This move reflects the ongoing efforts by conservatives to urge the Senate to consider and take action on the bill once it likely passes in the House.

The proposed legislation, known as the SAVE America Act, aims to prevent non-citizens from participating in elections within the United States. While opponents, including Democrats, criticize the bill as an act of voter suppression, proponents argue that it is vital, particularly in response to the significant influx of illegal immigrants entering the U.S. over the past four years during the Biden administration.

“The House of Representatives is set to vote on a federal voter ID bill ahead of the 2026 elections,” remarked Speaker Mike Johnson, R-La.

The bill is spearheaded by Rep. Chip Roy, R-Texas, in the House, with Sen. Mike Lee, R-Utah, taking the lead in the Senate. It serves as an updated version of Roy’s earlier Safeguarding American Voter Eligibility (SAVE) Act, which passed the House in April 2025 but was not considered by the Senate. This recent iteration not only demands that a federal proof of citizenship be presented during voter registration but also imposes photo ID requirements for voting in any federal elections.

The bill further requires collaboration between state election officials and federal authorities to verify citizenship among current voter rolls, providing the Department of Homeland Security (DHS) the authority to investigate and address cases of non-citizens listed as eligible voters. Given past support by nearly all Republican members for similar initiatives, the bill is expected to succeed in the House of Representatives.

However, in the Senate, a significant hurdle remains due to the rule requiring 60 votes to overcome a filibuster and bring a bill to a final vote. This scenario necessitates the support of at least seven Democrats, even if all Republican senators remain unified. House conservatives are thereby increasing pressure on Senate GOP leaders to amend current rules to eliminate the 60-vote threshold, even if it means prolonged deliberations to achieve legislative success.

Rep. Chip Roy expressed his perspective to Fox News Digital, stating, “[Senate Majority Leader John Thune, R-S.D.] will take it up. The only question is, will he take it up in an environment where it can pass? My view is that the majority leader can and should. I’m not afraid of amendment votes. We should table all their amendments, force them to run through all their speaking, make them take the floor and filibuster.”
