NRC Proposal on Radiation Safety Standards

The Nuclear Regulatory Commission (NRC) aims to change a significant safety principle after five decades. This principle has kept radiation exposure in the U.S. to a minimum and has been adopted globally. Currently, facilities such as nuclear plants, hospitals, and academic institutions must adhere to the ALARA principle, ensuring radiation exposures are “as low as reasonably achievable.” The NRC now suggests abandoning ALARA but retaining a separate standard for maximum radiation exposure.

ALARA and dose limits have operated together for radiation safety. Dose limits define the maximum radiation exposure for the public and workers, while ALARA maintains exposure as low as practical within those limits. Studies indicate that radiation exposure increases cancer risks, and this risk escalates with higher doses.

New Graded Approach Proposed

The dose limits will remain unchanged. The NRC proposes introducing a “graded approach,” requiring facilities to implement several actions based on potential radiation doses to workers. More stringent protective measures would be necessary when nearing dose limits to ensure they are not exceeded.

This proposal surfaces as President Donald Trump seeks to increase domestic nuclear energy production in response to rising electricity demand due to data center and AI growth. Reforming the NRC is part of Trump’s strategy to expedite nuclear reactor development. He ordered the NRC to “adopt science-based radiation limits” through an executive order.

The Energy Department has already discontinued ALARA. The NRC intends to finalize its radiation protection regulations soon. NRC Chairman Ho Nieh reassured that the changes are not diminishing safety. “We’re removing the ambiguity,” he stated, emphasizing that exposure standards for workers and the public remain unchanged.

Safety and Economic Incentives

Without ALARA, concerns arise about radiation doses nearing limits. The NRC maintains that exposure limits are set well below thresholds associated with health effects, and expects remaining standards and industry practices to keep doses far below these limits. Economic incentives support this since working in high-radiation areas incurs higher costs and requires restricted access and more frequent surveys.

The Nuclear Energy Institute echoes the NRC’s commitments to maintaining low radiation doses for workers and the public. They stress that they will not allow radiation levels to rise indiscriminately.

Debate and Concerns

Some experts question the wisdom of eliminating ALARA. Edwin Lyman of the Union of Concerned Scientists warns that some aspects of the NRC proposal might increase permissible radiation doses while still complying with caps. Proposed changes to radionuclide emissions standards are of particular concern.

Radiation exposure for the general public is limited to 100 millirem annually. A standard chest X-ray results in about 10 millirem. The NRC proposes increasing radionuclide emissions standards from 10 to 25 millirem annually for hypothetical scenarios involving people living near nuclear plants.

Experts, including Katy Huff and Kathryn Higley, acknowledge that while ALARA has faced criticism for potentially burdensome regulations, it offers flexibility in safety and cost considerations. The proposal’s effectiveness is a mixed bag, prompting both support and criticism from various professionals.

Radiation protection experts highlight concerns about maintaining the current occupational dose limits and suggest that further alignment with international standards could be necessary if ALARA is removed.
