The U.S. Senate recently voted overwhelmingly, 86 to 12, to move forward with the Lindsey O. Graham Sanctioning Russia Act of 2026. This legislation is named after the late Senator Lindsey Graham, who played a key role in drafting the bill. The act aims to intensify sanctions on Russia, a strategy I have consistently supported as a staunch advocate for Ukraine.

While the bill includes several positive elements, there are also aspects that raise concerns. As the act approaches potential enactment, it is challenging to determine whether the positive components outweigh the negative aspects.

This legislation could significantly impact not only Russia but also other countries. The proposed tariffs may extend their reach beyond the intended target, affecting various international trade relationships. These unintended consequences merit careful consideration as the bill progresses through the legislative process.
