Prospects for Peace in Ukraine

VLADIVOSTOK — Russian President Vladimir Putin indicated potential for arriving at an agreement to conclude the war in Ukraine. Meanwhile, Kyiv anticipates a ‘new dynamic’ in peace negotiations.

At an economic forum in Russia’s far east, Putin highlighted willingness from several countries, including the U.S. and China, to back a peace resolution. The ultimate resolution must come from the countries involved in the conflict — Russia and Ukraine, he noted. There is a chance for a settlement, from my perspective, Putin affirmed.

Ukrainian Foreign Minister Andrii Sybiha expressed optimism for renewed engagement in peace efforts, marking a possible shift in international political and diplomatic activities. He encouraged close attention to the unfolding news without providing further details.

Amidst Europe’s deadliest conflict post-World War II, positive sentiments on peace prospects from either side remain scarce. The last U.S.-mediated conversation occurred in February. With U.S. interests diverted by the Iran conflict, both nations have intensified long-range air operations within each other’s territories.

At sea, hostilities have escalated significantly with reciprocal attacks impacting ports and trade vessels, resulting in increased global grain costs. Notably, Chicago wheat futures dipped over 2% following Putin’s remarks.

No specific reasons for optimism were outlined by either leader. Putin criticized recent Ukrainian actions as obstacles to peace talks. He labeled Ukrainian threats on civilian transportation as ‘state terrorism,’ complicating prospects for bilateral negotiations.

Ukrainian President Volodymyr Zelenskyy has cautioned airlines and insurers of increased risk due to Ukrainian drones, assuring they would solely target Russian military assets, foregoing civilian aircraft threats. Ukraine’s appeal to the U.N. aviation agency requests cessation of operations in Russian airspace.

Since Russia’s 2022 invasion, Ukraine remains barred from international civilian aviation due to unsafe skies.

Putin’s Insight on Communication Channels

Putin stated ongoing contacts with Ukraine, primarily facilitated by intelligence agencies, noting uncertainty in whether these will culminate in a peace agreement amid recent Ukrainian leadership statements.

Alongside Sybiha, Indian Foreign Minister S. Jaishankar in Kyiv expressed India’s willingness to assist in ending the conflict. Indian Prime Minister Narendra Modi reiterated this commitment to Putin, advocating for humanity’s interests and promising support for halting hostilities.
