More than 64,000 seniors enrolled in Medicare Advantage plans with Providence Health Plan may need to find new coverage. This development follows the collapse of discussions to maintain these plans. Providence initially announced a winding down of its insurance business earlier this year, and attempted negotiations with a national insurer to preserve Medicare Advantage for 2027. Unfortunately, the talks ended without resolution, placing the future coverage of many beneficiaries in doubt.

Kevin Thompson, CEO of 9i Capital Group and host of the 9innings podcast, explained, “Providence is part of a growing number of carriers opting out of the ACA marketplace and Medicare Advantage due to declining reimbursements and rising costs.”

Significance of Medicare Advantage Plans

Medicare Advantage plans are private alternatives to traditional Medicare. They cover a significant senior population nationwide. The failed negotiations impact over 64,000 members, forcing many to consider new coverage before the 2027 plan year. Nationwide, insurers face increased medical expenses with stagnant reimbursement rates, affecting profitability.

Current Status with Providence Health Plan

Providence Health Plan, from the nonprofit hospital system Providence in Renton, Washington, announced in May it would end its commercial and Medicaid insurance operations starting in 2027. The company tried to partner with a national insurer to maintain Medicare Advantage coverage but ultimately failed.

According to Providence, “Despite significant effort on all sides, an agreement on a sale could not be reached.” Providence is working with regulators on this matter and intends to disclose more details to members and the public following regulations.

A spokesperson informed Healthcare Dive about the unresolved agreement, adding Providence is collaborating with regulators on the health plans’ future.

Background of Providence Health Plan

With more than 440,000 members across the Western states, Providence Health Plan has operated for over four decades. The closure decision results from rising medical costs, increased regulation, and competition from larger insurers.

Thompson noted, “As competition declines, prices may rise as insurers try to cover increased healthcare expenses, with higher premiums or reduced benefits as possible outcomes.”

Industry Trends

Providence is among several insurers reducing their insurance footprint. Insurers like Aetna and Cigna have exited ACA and Medicare Advantage markets, reflecting a wider trend of insurers pulling out from government-sponsored coverage programs. Some companies cite similar financial pressures as driving these exits.

Alex Beene, a financial literacy instructor at the University of Tennessee, noted, “The effects of financial strains mean other insurers could revise or drop plans, impacting more people.”

Looking Ahead

Providence is in ongoing discussions with regulators about ending its health plans. The future options for Medicare Advantage members are unclear, as the company has not disclosed 2027 coverage options or potential new insurers taking over plans.

Finance expert Michael Ryan of MichaelRyanMoney.com stated, “Providence coverage continues until the end of 2026, but members need to consider other Medicare Advantage plans or a return to Original Medicare for 2027. Important factors include checking doctor and hospital networks, prescriptions, premiums, copays, and benefits, rather than assuming replacements are equivalent.”
