Rahm Emanuel Criticizes Netanyahu and U.S.-Israel Relations

Rahm Emanuel, a potential Democratic presidential hopeful, plans to deliver a critical speech in Tel Aviv regarding Prime Minister Benjamin Netanyahu. Emanuel will discuss the need for a new direction in U.S.-Israel relations, emphasizing that the current relationship faces significant challenges.

In remarks obtained by The Associated Press, Emanuel is expected to say at Tel Aviv University that, “To maintain the strength of our ties, we need significant changes and a new direction.” He expressed concern over Israel’s military actions following Hamas’ attack on October 7, 2023, calling them “reckless and careless” in their treatment of Palestinian lives.

When asked about accusations of genocide against Israel, a charge denied by Israeli and U.S. governments, Emanuel suggested that such discussions should consider conflicts in Ukraine and Sudan as well. “I’m ready to have that discussion,” he said, “but I don’t think it should be politicized, and then dilute the power of what genocide means.”

About 58% of Democrats now feel the U.S. is “too supportive” of Israel, according to a survey by The Associated Press-NORC Center for Public Affairs Research, a rise from 45% in January 2024. Roughly half of Democrats believe Israel has committed genocide during the war with Hamas.

Emanuel’s proposals include imposing sanctions on Israelis attacking Palestinians and ending U.S. defense subsidies to Israel. He argues for equal financial terms in arms purchases with other U.S. allies. Emanuel blames Netanyahu for leading Israel to a “dead end,” aided by poor U.S. policy decisions.

“Unconditional support has produced a prime minister who has presumed that his strategic interests would incur no cost if he ignored America’s concerns,” Emanuel will assert in his speech.

This bold address marks an unusual move for an American with presidential aspirations, showcasing a shift among Democrats away from historical support for Israel. Emanuel’s approach reflects broader changes within the Democratic Party, highlighted by younger voters urging tougher stances on Israel.

Emanuel aims to avoid interfering with Israel’s upcoming elections while in Tel Aviv, choosing instead to visit hospitals and meet with families affected by the conflict. He is set to criticize Netanyahu’s handling of diplomatic efforts and highlight the global isolation Israel faces.

“Support for Israel is plummeting around the world,” Emanuel plans to state, pointing out the exclusion of Israeli scientists and artists from international forums. While ties with Trump and the Republican Party have remained strong, Democratic support for Israel has waned.

Emanuel acknowledges the impact of the October 7 attacks but emphasizes the need for a forward-looking strategy. He will propose a “23-state solution,” involving the Palestinians, Israel, and the Arab League members, urging acceptance of Israel’s historical ties to the region.

Though Emanuel has not formally entered the 2028 Democratic presidential race, he has been active in policy discussions and publicly visible in New Hampshire. His speech symbolizes a direct approach to addressing U.S.-Israel dynamics as potential candidates contemplate strategies for the future.
