Republican Chuck Edwards Faces Tough Reelection Amid Ethics Controversy

Republican Representative Chuck Edwards confronts challenges in retaining his seat in a closely contested North Carolina House district. The House Ethics Committee has recommended censuring him for his behavior towards two young female staffers. Edwards represents North Carolina’s 11th District, encompassing Asheville and the rural western region of the state. In the 2024 presidential election, the district supported President Donald Trump by just under 10 points, which makes it a potential target for Democrats. They see the 2026 midterms as an opportunity due to Trump’s declining national approval rating.

The ethics committee’s recommendation introduces new uncertainty into the race as November approaches. North Carolina conducted its primaries in March, and Edwards secured his party’s nomination. However, he was already poised for a competitive race, given the district’s shifting dynamics.

Election Prospects

In November, Edwards will face Democrat Jamie Ager. Ager is the grandson of former Representative James Clarke, who represented the district over three decades ago. Prediction markets like Kalshi and Polymarket provide insight into Ager’s chances. On Kalshi, Ager’s likelihood of flipping the seat rose to 58% from 52% the previous week. Polymarket estimates placed Ager’s chances at 59%, unchanged from the prior week.

These markets reflect trader sentiment based on real-money wagers and react to polling and campaign developments. They offer snapshots of current expectations rather than precise forecasts. Polling data is sparse. An Impact Research survey, shared internally by Ager’s campaign with Newsweek, showed Ager leading Edwards by one point, 45% to 44%. Ten percent of respondents were undecided. Conducted from December 15-17, 2025, the poll included 500 likely voters and had a margin of error of 4.4 percentage points.

The district’s rural areas lean more conservative, yet Asheville forces narrower victories for Republicans. Parts of the district around Asheville shifted towards Democrats in the 2024 election, defying national trends.

Forecasts and Support

Sabato’s Crystal Ball recently reclassified the race as a toss-up. “Edwards’s challenger is Jamie Ager (D), who has fundraised well and whose grandfather held a version of this seat in the 1980s. The district backed Trump by a shade under 10 points, so it’s also clearly red-leaning, but, again, the environment could sand down some of that generic Republican lean, and Edwards has some problems,” analyst Kyle Kondik noted. Despite this, the Cook Political Report continues to categorize the race as leaning Republican.

Democrats are actively investing in the race. House Majority Forward, linked with the House Majority PAC, announced a $480,000 investment in television ads against Edwards. Edwards, however, struggles financially. He raised $155,000 in the previous quarter compared to Ager’s $1.4 million.

Ethics Investigation Details

Edwards first assumed office in 2022, having defeated former Representative Madison Cawthorn in a Republican primary. The House Ethics Committee has urged a censure based on its investigation, concluding that Edwards engaged in inappropriate conduct with two young female staffers. A censure is a significant disciplinary measure short of expulsion, publicizing formal disapproval by the House.

The committee’s report recommended the House adopt a resolution for Edwards’s censure. The bipartisan report found that Edwards did not adhere to rules prohibiting sexual harassment and blurred professional boundaries with two aides. Investigators cited gifts exceeding $1,000, including jewelry, designer handbags, firearms, and tech devices, as examples of his conduct. Vacations, event tickets, and one-on-one dinners were also mentioned as crossing professional norms.

In a response, Edwards’ counsel contended that the committee’s findings clear him of sexual misconduct under House rules, despite the reported behavior.
