Federal Investigation into MARTA Safety After Fatal Stabbing

A 66-year-old great-grandmother, Margaret Swan, was tragically killed in an unprovoked stabbing on a MARTA train in Atlanta. Federal charges have been filed against John Elijah Matthews for the crime. Swan’s daughter has expressed deep grief and is seeking answers regarding transit security.

Concerns Over MARTA Safety

Bruce Levell, former MARTA operations chairman, has raised concerns about safety on Atlanta’s busiest transit system. He points out challenges related to homeless individuals seeking shelter on the trains.

In response, the Trump administration has launched a federal investigation into the Metropolitan Atlanta Rapid Transit Authority (MARTA). Transportation Secretary Sean Duffy stated that the Federal Transit Administration will audit MARTA over safety issues for both workers and riders due to recent violent incidents. Duffy highlighted that the rate of assaults, robberies, and rapes on MARTA is more than three times the national average.

The Unprovoked Attack

“Margaret’s family deserves accountability. No one should fear for their safety on public transit,” wrote Duffy on social media.

The recent attack occurred while Swan was traveling on a northbound MARTA train. Authorities allege Matthews, a 25-year-old from Decatur, Georgia, repeatedly stabbed Swan resulting in her death. He faces both federal and local charges.

Acting Attorney General Todd Blanche will decide whether to pursue a death penalty if Matthews is convicted. Surveillance footage captured the assault, with officers arresting Matthews shortly after at the station.

Federal Audit and MARTA’s Response

The federal review aims to evaluate whether MARTA has properly implemented its safety plans. The audit will examine safety measures for transit workers and passengers, and assess MARTA’s plans to reduce crime and fare evasion, along with federal fund expenditures aimed at increasing security.

Sean Duffy stated MARTA has 15 days to provide requested safety plans, assault reports, and other related documents.

Details of the Attack

According to an affidavit, the attack occurred around 11:25 a.m. on May 30. Matthews allegedly approached Swan inside the train car, pulled out a knife, and attacked her. The affidavit reports Matthews attacked her with the knife approximately 18 to 20 times.

Passengers acted quickly, notifying authorities. Surveillance video supported claims that Swan had no prior interaction with Matthews before the attack.

MARTA police apprehended Matthews shortly after the train arrived at Oakland City Station. Officers found him in possession of a bloody folding knife.

Response and Investigation

Emergency responders provided medical aid, but Swan was pronounced dead at the scene. The Fulton County Medical Examiner confirmed the time of death at 2 p.m.

The investigation into MARTA’s safety continues, with authorities seeking to assure passenger safety and accountability for the violent incident.
